Purpose of the position
The position is responsible to execute company and country regulatory Health, Safety & Environment policies, industry best practices and internal procedures in safeguarding HSE in the construction site. The job mandates full time site safety supervision, and all necessary work related to Malaysia regulatory requirements (e.g. DOSH, NIOSH). The job also includes practical job such as routine internal audits and workshops, to address and discuss safety culture to maintain active participation of every staff in the company.
The HSE Engineer will report to the HSE Lead and work closely with Project Manager to support the company and its departments as necessary to ensure compliance of the system. The position will also support and execute other administrative activities required for a smooth and safe operation of the company.
Principal Responsibilities
- To do a safety induction to contractor employees.
- Daily safety patrol with contractor and /or project team.
- Perform a work permit check with a proper risk assessment and / or JSA (Job Safety Analysis).
- Supervise, monitor the site labour force and make safety actions on construction sites.
- Regularly do a safety talks to workers and occasionally for special job e.g. working in the confined space, heavy lifting, x-ray work, etc.
- Equipment & hand tools inspection.
- Conduct daily morning toolbox meeting and twice a month safety meeting.
- Participate in site ERP (Emergency Response Plan) to ensure that people on site are familiar with the plan.
Safeguarding Health, Safety & Environment (HSE) matters
- Implement applicable HSE related rules and regulations as per company policies, ensuring a safe and healthy workplace for employees.
- Responsible for carrying out functional safety management work such as controlling, monitoring, enforcing, implementing, coordinating, maintaining, and improving Occupational Safety, Health and environmental matters.
- Responsible for liaising with regulatory bodies – including but not limited to Department of Safety & Health (DOSH), Department of Environment (DOE), Ministry of Health Department, Fire Services Department, and other related government or non-government to ensure compliance with all legal requirements.
- Responsible to keep track and organize routine safety exercises e.g. fire drill, site emergency drill.
- Working with management to ensure a continuous improvement effort on HSE, including high awareness across the organization.
- Responsible to investigate and analyze accidents, conduct root cause analysis and implement appropriate actions aimed at future prevention and mitigation.
Reporting & Audits
- In charge of monthly reporting of HSE statistics and key performance. indicators, including analysis thereof with the appropriate advice to management.
- Ensure full and accurate HSE and training records are maintained.
Job Requirements:
Education -
- Candidate must possess at least a Bachelor's Degree/Professional Degree/Diploma in Engineering/Environmental/Safety/Health or equivalent.
Working experience -
- Must be a DOSH green book holder with at least 5 years of working experience.
Knowledge & Skill -
- Strong knowledge of oil & gas, and petrochemical related industry on-site safety enforcement.
- Excellent knowledge with Occupational Safety and Health Act and Regulations and Factories and Machinery Act & Regulations.
- Good command of English and Bahasa Malaysia. Mandarin language skill will be an added advantage.
- Tactful, firm when necessary.
