POSITION : PURCHASING MANAGER / PURCHASER (MANDARIN SPEAKING)

INDUSTRY : CONSTRUCTION/ENGINEERING/OIL & GAS

JOB DESCRIPTION

1. Control spend and build a culture of long-term savings on procurement costs
2. Monitors business trends and product availability to pay the best prices for company goods and services without sacrificing quality or delivery times
3. Develop long-term procurement strategies and evaluate consequences
4. Organize tenders – mainly for deliveries of construction materials; gathers offers from various suppliers, does bid comparisons and further negotiates with the suppliers in order to get best possible rates; conclude frame agreements
5. Expect unfavorable events through analysis of data and prepare control strategies
6. Perform risk management for supply contracts and agreements
7. Nurtures relationships with suppliers to negotiate the best prices and on-time deliveries
8. Actively cooperates with other colleagues from Procurement, Project management, and Production.
9. Keep an overview of unit prices to identify opportunities for their continual reduction
10. Provide suggestions on innovations of construction materials
11. Track and report key functional metrics to reduce expenses and improve effectiveness

JOB REQUIREMENT

1. At least 5 years or more of experience as a Purchasing Manager/Purchaser in complex and experience in fast-paced environment in Construction / Civil / Oil & Gas industry.
2. Degree or Master's in Civil/Mechanical Engineering, Oil & Gas, Quality Engineering, Supply Chain, Economics, Business Administration, or any relevant fields. 
3. Ability to work independently and lead multidisciplinary projects.
4. Strong organizational and time management skills.
5. Good interpersonal skills, team player, and outcome-driven.
6. Able to speak in Mandarin and English. Mandarin speaking is a MUST as you need to communicate in Mandarin with the Top Management and engage with Chinese Shareholder.
