JOB DESCRIPTION
1. Is responsible for coordinating and carrying out all legal and statutory requirements in the Occupational Safety and Health (OSH) Management System and Environmental Management System.
2. To implement and maintain the hospital’s Occupational Safety and Health and Environmental Management Program. 3. Responsible for the development of safety and health rules and safe systems in the workplace.
4. Review the effectiveness of safety and health programs.
5. Carry out studies on the trends of accidents, near-miss accidents, dangerous occurrences, occupational poisoning, or occupational disease that occur at the workplace, and shall report to the employer any unsafe or unhealthy condition or practices at the place of work together with recommendations for corrective and preventive actions.
6. Review the safety and health policies at the workplace and make recommendations to the employer for any revision of such policies.
7. Plan and conduct OSH and security training for staff.
8.To liaise with DOSH, BOMBA, Suruhanjaya Tenaga, local authorities, etc., for OSH and environmental-related issues and licenses.
9. To work closely with Facility Engineering and Maintenance Services and Healthcare Technical Services (HTS) for any activities related to OSH activities.
10. Develop and update the hospital’s Emergency Response Plan
11. Serve as Incident Commander during critical events.
12. Lead emergency preparedness and response drills and exercises.
13. Plan and assist in managing the Services budget.
14. Conduct risk assessments and safety audits; implement corrective actions.
15. To participate in quality and risk activities when required.
16. To conduct periodic OSH meetings and to sit in relevant meetings when required.
17. To perform any other duties as and when required by management.
18. Participate actively in any other new service that is introduced.
19.To carry out duties as an employee as stipulated in Occupational Safety and Health Act Regulation 1994:
20. To comply with any instruction or measure on occupational safety and health.
21. Ensure all policies and procedures of the Integrated Management System and/or
Hospital Accreditation are adhered to, and records maintained, when these
programs are implemented.
22. To actively participate in all 5S activities.
23. Ensure the policies on patients and families’ rights are addressed at all times.
24. Ensure compliance with patient safety goals as safety improvement measures
recommended by the World Alliance for Patient Safety (2008).
25. Ensure adherence to Standard People Practice (SPP).
FACILITIES AND EQUIPMENT
1.Follow up with the HOS/biomedical/facilities person in charge of compliance to the PPM schedule according to the plans.
2. Work collaboratively with nurses, consultants, biomedical/facilities staff,
pharmacists, and purchasing officers to prepare the proposal to justify the
purchase of any equipment/medical & surgical supplies.
3. Collaborates with suppliers/vendors to provide training regarding the use of
equipment
4. Supervise all equipment for safety and health aspects at all services.
5. Coordinating permit to work.
SAFETY AND QUALITY IMPROVEMENT ACTIVITIES
1. Promotes activities that contribute towards continuous improvement of
occupational safety and health programs.
2. Responsible for mentoring and facilitating safety and health initiatives and
improvement activities in the facility.
3. Ensures staffs comply and adhere to policies and procedures of OSH
4. Ensures incident reporting, investigation, and root cause analysis are being carried
out and corrective/preventive actions initiated.
5. Promote safety culture and awareness across all hospital departments.
6. Ensures the policies on safety and health are always addressed
7. Carries out duties as an employee as stipulated in the Occupational Safety and
Health Act and Regulations 1994:
To take reasonable care at work for the safety of yourself and other persons;
• To co-operate with your employer or any other person in the discharge of any
duty.
• To wear or use any protective equipment or clothing provided by the employer.
• To comply with any instruction or measure on occupational safety and health
SECURITY
1. Supervise security team performance, schedules, SOPs, and incident response.
2. Oversee access control, visitor management, CCTV monitoring, and perimeter
security.
3. Investigate security breaches, thefts, and safety violations.
RISK MANAGEMENT
1. Planning, organizing, monitoring and executing Risk Management related
services throughout hospital. As part of the hospital’s Integrated Management
System (IMS) and MSQH Accreditation Standards’ requirements. Involve in IMS
and MSQH related statuary and regulatory requirements activities and other
quality improvement activities.
2. To coordinate all matters pertaining to the Risk Register for the hospital.
3. Establish and review the suitability of the hospital Occupational Health and
Safety (OHS) and Risk Management policy
ADDITIONAL DUTIES AND RESPONSIBILITIES IN THE SPECIFIC AREAS (If any)
1. Ensuring all occupational safety, health, security and risk matters in all conditions.
