Position Summary
The Senior HR Officer collaborates with the P&C Director (GPSEA), HR Managers and all relevant stakeholders in developing, planning and implementing GPSEA’s HR strategies.
This is a fixed-term position in the organisation department of GPSEA, based in Kuala Lumpur.
This position requires the employee to have a flexible approach and the ability to adapt and work in different and challenging work and cultural environments, which may include flexible arrangements working in challenging field and frontline work environments.
Duties and Responsibilities:
HR Operational Management
- Ensure operational excellence in all HR administration such as management of HR systems and contract administration.
- Handle end-to-end payroll processes as assigned, ensure that payroll processes are executed timely and accurately.
- Involve in the regional HR strategy development and execution. Be a part of the global Greenpeace HR community and as may be necessary, represent HR GPSEA in international planning and other internal meetings.
- Development and maintenance of key analytics and data intelligence to drive progress and decisions.
- Work with all relevant stakeholders to conduct Org structure analysis and enable effective change management relating to changes in structure and job descriptions.
- Assist P&CD to monitor and manage the expenditure of Regional / Country HR budget, according to agreed objectives and the priorities, in order to ensure cost efficiency at all times.
Talent Acquisition
- Facilitate the workforce planning within the Region/Country by liaising between the Dept Directors, Hiring Managers and HR colleagues.
- Assist and monitor the entire Recruitment Process: Employment Requisitions, Recruitment Pack Preparation, job postings, interview schedules, reference checks etc as required from time to time.
- Ensure the recruitment targets are delivered in a timely manner. Continual focus on improving the recruitment process by assessing and exploring recruitment channels to be able to achieve the recruitment objectives and update recruitment metrics as required.
- Work with HR colleagues to prepare Internal Equity Analysis and other information for approvals on remuneration advice, job offer and employment contract for successful candidates.
Policy Implementation
- Facilitate the development, communication and implementation of HR policies. Check understanding and acceptance, while monitoring compliance.
- Manage inquiries from staff on matters related to HR policies.
Performance Management
- Collaborate with HRMs and L&D to to design and implement an effective PM process across GPSEA. Provide information on GPSEA PM Policies and Procedures. Ensure People Managers and staff adhere to the PM cycle and process.
- Provide effective communication of the PM process to Managers and staff and share updates as necessary.
Learning and Development
- Liaise and coordinate with L&D on organizational level learning and development needs.
Building Partnership
- Establish professional relationships with relevant stakeholders / colleagues in GPI and Greenpeace NROs.
- Participate in related professional organizations in the region to enhance current HR practices and promote GPSEA’s campaigns.
- As and when required, assist HRMs and establish relationships with government authorities / ministries to facilitate the legal / labor requirements implementation.
Skills and Experience Required:
Education:
- Bachelor or Master degree
- Preferably in HR Management, Business Management, Psychology, Behavioral/Social Science, Industrial Relations, or relevant experience.
Work Experience
- At least 5 years’ experience in human resource operations management, including recruitment and selection, performance management, information management, policy implementation, succession planning and talent review.
- Able to work in a cross culture environment.
- Experience in managing regional payroll will be an added advantage.
