The DMEL Officer reports to the Head of Programs and is a strategic, cross-cutting role responsible for shaping and overseeing Hivos’ institutional DMEL, knowledge management, and linking & learning frameworks, systems, and practices.
Purpose of the role
The DMEL Officer provides strategic leadership to ensure that data, evidence, and learning drive organizational decision-making, accountability, and continuous improvement, while fostering a strong culture of learning, collaboration, and innovation across Hivos’ project portfolio.
Responsibilities and duties
Lead the development, implementation, and continuous improvement of Hivos KM&L strategy, systems and frameworks to ensure effective monitoring, evaluation, learning, and accountability across the project portfolio.
Review and strengthen institutional DMEL systems to ensure quality, compliance, and strategic alignment.
Develop the institutional Linking & Learning strategy, ensuring that evidence is effectively used for learning, knowledge sharing, and adaptive programmatic decision-making.
Oversee the administration of the Hivos DMEL dashboard, ensuring the consolidation and the retrieval of information, assure data quality, and consistency of project data, and producing analytical reports to support strategic and programmatic decision-making.
Promote a culture of collaboration, exchange, learning, collective intelligence, and innovation.
Provide strategic advice on Hivos monitoring and evaluation methodologies and products.
Collect and analyze data using preset tools and methods.
Create and maintain technical and user documentation; ensure backup and recovery systems.
Develop and modify application software to meet project requirements.
Design and execute test procedures and standards.
Support knowledge management systems and provide advice.
Resolve queries related to processes and policies.
Review operations and implement innovation processes for continuous improvement.
Conduct baseline assessments and post-implementation analyses for benefit realization.
Assist in defining project scope and deliverables.
Draft project review reports and presentations.

Education and experience
Bachelor’s degree or equivalent level
1–3 years of experience in a similar role or in project analysis or project coordination
Basic experience in coordinating work of others (4–6 months).
