LOCATION:                        Project Management Office, Woerden, Netherlands (PMO-NL)


STATUS:                              Full-time

The Partnership for Supply Chain Management (PFSCM) focuses on strengthening and managing secure, reliable, cost-effective, and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality and affordable health products. We assist governments, non-profit organizations, and humanitarian agencies in achieving their public health objectives through cost-saving procurement, efficient logistics, pharma-grade storage, last-mile delivery solutions, and real-time data tracking. PFSCM is dedicated to customer satisfaction and service excellence, which is reflected in our adherence to an ISO 9001:2015 certified Quality Management System and alignment with ISO 20400 for Sustainable Procurement, which underpins all our processes and services.


 


As an affiliate of JSI Research & Training Institute, Inc. (JSI), a leading international public health and education consultant company in the U.S., PFSCM operates from its project management headquarters in Washington D.C., and has an operational facility in Woerden, Netherlands. Overall responsibilities


The People & Culture Advisor’s responsibilities involve the full range of people duties and is expected to lead processes and support activities that contribute to the growth and satisfaction of PFSCM staff members. The Advisor works closely with staff and managers across all people & culture areas to deliver initiatives and support talent acquisition, onboarding, performance management, training and development, culture, compensation and payroll, absence management and occupational health, and offboarding. The Advisor is responsible for maintaining, developing, and aligning People & Culture systems and processes to meet changing requirements across PFSCM.



The People & Culture Advisor is expected to serve as first point of contact to support staff members and contribute to the overall culture by promoting a positive work environment founded on core values and ethics and in accordance to PFSCM and partner employers’ principles, policies, and best practices within the local environment as well as a global perspective.



Specific responsibilities




  • Lead or contribute in the recruitment and hiring of staff; working with the hiring manager, posting vacancies, reviewing resumes, communicating with candidates, scheduling interviews, preparing information packets for interviewing panel members, facilitating interviews, negotiate contracts.


  • Proactively communicate with internal and external stakeholders related to the recruiting progress.


  • Lead or coordinate PFSCM’s on-boarding process, including requests for orientations, equipment, trainings, and HR-managed orientation schedules, working with hiring managers, facilities, and IT; and monitor the process to ensure compliance.


  • Lead or coordinate PFSCM’s off-boarding process, including collection of equipment, conducting exit conversations, and recording and filing appropriate documents, working with facilities and IT; and monitor the process to ensure compliance.


  • Lead or coordinate formal performance reviews ensuring timely completion and follow through, working with employing partners, PFSCM managers, and staff.


  • Represent local labor laws and standard business practices for assigned locations within the Unit to support compliance, make recommendations for changes, and manage risks.


  • Contribute and support PFSCM’s global cultural and sustainability initiatives, including Equality, Diversity, & Inclusion activities, working with the Unit and/or the Culture Club.


  • Serve as a resource to staff on policy, process, and employment contract related questions.


  • Provide support and resources on conflict and conflict resolution or other issues that may arise to promote a positive work environment.


  • Manage staff administration by maintaining and updating Unit systems to ensure data accuracy and reporting are optimal, including timekeeping and payroll, benefits, leaves, and administration.


  • Lead or support Unit tracking and reporting of LOE, FTE, TO, and organizational charts.


  • Adhere to established P&C policies and standard operating procedures and identify opportunities for continuous improvement.


  • Contribute to the development of work-instructions and standard operating procedures, and lead or support self-inspections and improvement projects.


  • Perform P&C duties in a confidential and ethical manner, serving as a role model for staff.


 


Qualifications


Professional and Technical Knowledge




  • Bachelor’s degree in HR/P&C, business administration, or other related field or equivalent work experience.


  • 5+ years relevant experience as a HR/P&C Advisor, HR/P&C Generalist other relevant role in people operations. Recruiting experience preferred.


  • Familiarity and experience with Dutch labor law, employment law, and social norms, and systems.


  • Sensitivity to cultural differences and awareness of the political and ethical issues surrounding human resource/people & culture management on a global stage.


  • Dedication to Equality, Diversity, and Inclusion.




  • Experience in international development sector is a plus; this may include experience or interest in the Health/Wellness.


  • Ability to work comfortably with Microsoft Office software, Google Suite, and other IT systems. HRIS system experience is preferred.


  • Willingness and availability to perform other duties as needed.


  • Must be eligible to work in The Netherlands.


Interpersonal skills/Communication




  • Fluency in English required, including speaking, writing, understanding, and reading. Dutch is preferred.


  • Strong interpersonal skills – both written and verbal communications - with a customer service orientation and an ability to work across disciplines and in diverse locations internationally.

  • Ability to build effective relationships with the credibility to be a trusted partner.
