  • Design and test a practical demand and portfolio management process in collaboration with central governance teams.

  • Establish clear ways of capturing, prioritising, tracking and connecting digital requests to the strategic portfolio.

  • Define roles, responsibilities, decision-making moments, working methods, tools and reporting.

  • Monitor dependencies, identify bottlenecks and recommend improvements based on practical experience.

  • Support programme management for ongoing Digital Twin initiatives, including NL3D and Twins4Resilience, and contribute to consortium reporting.

  • Represent the organisation in regional, national and international Digital Twin collaborations and advise on progress and decisions required.

Your profile

  • University-level education or equivalent academic working and thinking level.

  • At least four years of demonstrable demand and portfolio management experience in a complex IT, information management or transformation environment.

  • Experience with digitalisation, data and innovation in a complex governance or public-sector setting.

  • Experience participating in national and/or international partnerships.

  • Knowledge of established portfolio management methods and frameworks.

Skills and approach

Strong political and organisational awareness, analytical thinking, sound judgement, stakeholder engagement, connecting leadership, environmental awareness, persuasion and a results-driven approach.
