Job Description - Programme Manager Philippines

Purpose, fun part and challenges of this role


The Programme Manager plays a key role in providing technical oversight for programme development and management activities in the Philippines. One of the most rewarding aspects of this role is the opportunity to work closely with passionate young people and contribute to creative, meaningful program design and implementation.


At the same time, one of the more challenging, but equally important parts of the role involves navigating relationships and managing diverse stakeholders.


By the end of your first year, your greatest achievement will be building stronger, more effective partnerships. As stakeholders get to know you, they’ll also begin to recognize and value the unique perspectives and skills you bring to the table.



The Team


Our team consists of 6 colleagues in the Philippines focusing on partner engagement and program implementation. You will manage the Programme unit, while you will be reporting to the Country Director. We support one anotherś work and complement tasks. Our work arrangement is hybrid, but when we get together, we take time to hear each otherś stories and offer support when needed. 



The tasks and responsibilities


Result areas and core activities


Your job is to provide strategic and technical oversight across all projects implemented in the country. 


To do this you will:



  • Contribute to the development and implementation of country thematic/ annual and strategic plans

  • Support in the development of project proposals

  • Maintain and improve programme quality by providing technical support to partners, building their capacity and setting them up for success 

  • Participate in the planning and implementation of fund-raising and advocacy activities



The requirements


Knowledge and experience


The ideal candidate will be committed to the mission and vision of Terre des Hommes Netherlands and has a proven track record in program cycle management with focus on promoting childrenś rights 


More specifically:



  • Minimum of 5 years of experience in program management

  • Bachelorś degree in Social Work, Development Communications, Community Development and related fields, an advanced degree is desirable but not required

  • Experience in working with children and young people and implementing projects funded by bilateral and multilateral donors

  • Previous experience in non-profit or global organisations 

  • Skills: Technical writing, strong thematic expertise in childrenś rights, equity and inclusion, Program and partnership management, cross-functional collaboration

  • Collaborative and communication skills, commitment to child safeguarding and gender equality

  • Fluent in verbal and written English 



  • Domestic and international travel may be required as needed

Offer details The Netherlands Office



  • A 1-year contract with the intention to extend to an indefinite contract after 1 year. 

  • The salary scale for this job is scale 11, step 1 with an offer of PhP 106,771  gross per month based on a full time (40 hrs) contract

  • We offer a 40 hour contract which in our organisation equals a full time workweek.



  • Hybrid work arrangements, as agreed with your Line Manager

  • An office in Quezon City

  • 18 days of paid leave per year
    on a full time employment basis, if part time, days pro rata;

  • Our pension scheme is with ASR, and Terre des Hommes Netherlands bears the main part of the pension contribution.
