Job Description - Programme Manager - Protecting Children from Sexual Exploitation

What You'll Do

As the Programme Manager, you will lead the charge in our fight against child sexual exploitation in the Netherlands. Your responsibilities will include:



  • Innovative Programme Design: Develop and manage child-centred, evidence-informed programmes and project that prevent and respond to sexual exploitation.

  • Advocacy & Influence: Work with our advocacy and communications teams to influence policy and practice in the Netherlands and the EU.

  • Research & Learning: Collaborate with our Research Expertise and Influencing (REI) Team to drive a research agenda that supports our mission, and exchange lessons learnt from the Netherlands with teams in other countries and regions.

  • Resource mobilisation: Work closely with the resource mobilisation team to develop innovative proposals that address children’s needs in the Netherlands.

  • Partnership Building: Cultivate strategic relationships with key stakeholders, including governmental bodies, NGOs, donors and the private sector.

  • Awareness & Mobilization: Engage the Dutch public through awareness campaigns and mobilise them to act against child sexual exploitation.


What We're Looking For

  • Technical Expertise: Strong background in designing and researching interventions for child sexual exploitation.

  • Programme Management: Proven track record in managing and delivering quality programmes.



  • Advocacy Skills: Experience in child participation, advocacy, and influencing strategies within the Dutch context.

  • Partnership Experience: Ability to build and maintain strategic relationships with diverse stakeholders in the Netherlands.

  • Communication Skills: Excellent written and verbal communication skills in Dutch and English.

  • Education: Master’s degree in relevant fields such as Sustainable Development, International Development, Social Work, or a related discipline.

  • Experience: Minimum of 5-7 years in programme management and advocacy, with thematic expertise in child sexual exploitation.

What do we have to offer, apart from the above!



  • A 1-year contract with the possibility of extension. 

  • The salary scale for this job is scale 11 and depending on experience and seniority the salary ranges between €4,293.90 - €5,607.90 per month based on a full time (36 hrs) contract

  • We offer a 36 hour contract which in our organisation equals a full time workweek. The positive of this is that one can work 4 x 9 and have one day per week off while still having a full time contract. You may spread the hours over the week matching your preference, in agreement with your manager;



  • We work hybrid, so 50% office and 50% from home. Very flexible and with a positive effect on your work life balance;

  • An office in the thriving heart of The Hague, city of international human rights and political capital.

  • 25 days of paid leave per year on a full time employment basis, if part time, days pro rata;

  • We are a firm supporter of the environment and offer a commuting allowance for the kilometres you’d make by bike or get you a Dutch Railways NS Card;

  • Our pension scheme is with ASR, and Terre des Hommes Netherlands bears the main part of the pension contribution.

  • Our new hires receive a one-off financial compensation for the purchase or the design of an ergonomic home working environment. We’re happy to tell you more about this when applicable.
