About the roles:

We’re seeking new Technical and People Leaders of the highly successful Quality and Risk Management Branch (QRMB) at the NCI Agency.The QRMB oversees quality and risk management within the Agency, its key responsibilities include leading the Agency’s quality approach, serving as the governing authority for the Agency’s Quality Management and Risk Management systems, and providing Quality Assurance services to NCI Agency projects and services.Additionally, the QRMB plays a crucial role as the Agency’s customer advocate during project execution and operational acceptance activities, while also ensuring management visibility regarding quality and risk issues across the Agency’s portfolios, programmes, projects, and services.

With both the ‘Head of’ and ‘Principal’ being located in The Hague, Netherlands, the Chief Quality Officer (CQO) is seeking individuals who demonstrate the ability to take decisive action, initiate and successfully deliver projects, and who will prioritize customer satisfaction, maintain high standards of quality and productivity, and embrace effectively changing circumstances. Additionally, contribute to the CQO strategic goals by defining compelling goals for the future of the broader Chief Quality Office, and the NCI Agency quality and risk management policy and strategy.

- Head of QRMB :this job entails managing and supporting the QRMB staff, projects, and services, including agency-wide quality management, enterprise risk management, quality assurance, and operational acceptance. The role involves supervising quality and risk management teams, managing outsourced posts, and conducting regular portfolio and program-level reviews. The post holder will manage all aspects of the Agency’s Quality Management System (QMS), contribute to NATO QMS initiatives, and ensure the Agency’s QMS is ISO 9001:2015 certifiable. They will also work on developing and improving the quality culture within the Agency through guidance, support, training, and regular communication. The role includes coordinating, planning, scheduling, executing, and reporting on QRM activities, estimating resource requirements, and performing all required functions as Job Family Head for all quality-related roles within the Agency, while providing support to the Agency Risk Manager.

- Principal Quality Manager :this job involves leading the implementation and sustainment of an Agency-wide Quality Management System (QMS) that is certifiable to the ISO 9001:2015 standard. The role includes functional supervision of the QMS team, which comprises NATO and smart-sourced staff who are senior subject matter experts. The job holder will be responsible for producing, maintaining, and implementing annual quality management and related project plans. They will guide Quality Focal Points and Process Owners throughout the Agency to ensure process documentation and execution conform to the Agency’s Process Framework. The role also involves working with other staff, particularly from the Chief Operating Office and Chief Information Office, to ensure coherency between the QMS and other Agency process documentation. The job holder will assure that all aspects of the QMS are being followed and that continual improvement cycles take place as required by Agency directives. They will also work with other Government/NATO Quality Assurance Authorities in accordance with NATO Standardisation Agreement 4107 and Allied Quality Assurance Publications (AQAP).

About you:

To be considered for the Head of QRMB candidates you will be need to demonstrate proven leadership skills where you have effectively lead and managed highly technical and experienced staff in addition to having very strong organizational and project management skills.You will also need to have the following requirements also required for the Principal Quality Manager :

· Excellent oral and written communication skills and the ability to brief large audiences

· Experience in developing and implementing standards, policies, procedures and guidance

· Knowledge and proven practical experience in quality management, quality assurance and quality control, preferably in an IT business environment

· Experience performing internal or external audits in an IT business environment; and

· Experience in modern quality and risk management tools and techniques.

Desirable experience:

· Past experience leading and/or participating in an organisation-wide quality system accreditation

· Certification as auditor in an IT quality-related domain

· Sound knowledge of and experience in, NATO QA policy and related AQAP documents and international organization standards, including the ISO-9000 series, ISO-9126, and ISO-12207

· Knowledge and proven practical experience as a project manager

· Familiarity with NATO procurement processes

· Prior experience working in an international environment; and

· Knowledge of NATO responsibilities and organization
