Job Description - Quartermaster Portfolio Manager

As a Quartermaster Portfolio Management, you'll be responsible for setting up and structuring an integrated portfolio of IT projects and change initiatives. You'll create insight into priorities, dependencies, costs, and schedules, and ensure that management decisions are based on clear information.

You'll connect strategy, architecture, project management, and suppliers, ensuring that projects are not only initiated but also executed in a controlled and managed manner. Where necessary, you'll take on program management tasks to ensure coherence and progress. You'll report to the Municipal Secretary and ensure periodic updates of the portfolio plan.

Tasks and responsibilities:

Capturing functional requirements of improvement and change initiatives
Analyzing the gap between the current and desired situation
Identifying quick wins and priorities
Defining (sub)projects and formulating assignments for project managers and suppliers
Drawing up an integrated roadmap and planning
Providing insight into investments and financing options
Coordinate and approve the total portfolio plan at the Municipal Secretary level every quarter
Monitoring implementation, progress, costs, planning and quality
Identify and initiate scope and priority changes in a timely manner

Results:

A clear, manageable and supported ICT portfolio
Transparent roadmap with priorities and investment frameworks
Improved control over planning, budget and scope
Coherent implementation of projects within the management organization

Requirements

HBO work and thinking level
At least 1 year of demonstrable experience as a portfolio and/or program manager
Demonstrable work experience within the information and ICT domain of local government
Experience in developing and managing portfolio plans

Pre's:

Prince2, Scrum or similar certifications
Experience with government information provision and ICT
Knowledge of M365 setup, migration and rollout
Experience with migrations from on -premise to IaaS, PaaS and SaaS
Experience in cloud architectures
Knowledge of ITIL, ASL and BiSL
