Job Description - Configuration Management Support (ESA/ESTEC)

Octagon is looking to recruit a number of staff to provide a service to the European Space Agency (ESA/ESTEC) in Noordwijk, The Netherlands, in the area of Project Management Services covering Schedule and Risk Management and Configuration Management.

The service supports the Human Robotic and Exploration Directorate and leads the development of several space projects (e.g. lunar projects, Mars & beyond etc).

In relation to Configuration Management, Octagon is seeking professionals to undertake the following:

Configuration Management (CM) and planning support.

  • Coordinate the overall CM, Planning and review support ensuring common approaches are followed.
  • Implement information and data management for the programme and/or project teams.
  • Implement the process for the timely and effective creation, collection, review, delivery, storage and archiving of project information.
  • Maintain a well-structured configuration electronic record system.
  • Coordinate with ESA IT regarding the timely set-up of the relevant information management tools (e.g. Polaris, SharePoint, MS Teams).
  • Provide expert input to the project controller and /or project teams for the definition, update and implementation of project CADM plans.
  • Provide expert CADM support, inputs, evaluations, actions and recommendations to project teams during major procurement activities.
  • Provide the registration and distribution to relevant reviewers of Change Requests, CCNs, RFDs/waivers.
  • Provide expert configuration support to inspections.
  • Support configuration and data management processes and tools at the interfaces with industry and international partners.

Configuration management support for Reviews.

  • The service will provide support to the ESA Project Manager, project controller and project teams for review logistics and coordination.
  • Perform then logistic coordination support to reviews.
  • Serve as role coordinator for reviews.
  • Raise RIDs, support technical negotiations, RID disposition, action items and follow-up.
  • Provide expert CADM support and guidance to project teams.
  • Capture lessons learned from the review process for CADM.

CADM process, procedures and training.

  • Maintain, review and issue approved updates to the CADM processes. Provide training to users/stakeholders on CADM processes and tool sets.
  • Act as the focal point for user experience on CADM processes, templates and toolsets.
  • Provide expert support for inputs for the design of CADM processes.
  • Provide expert support and input for the definition of CADM standard operating procedures.
  • Assist the Information Security Officer in developing and delivering training in documentation security, export control and personal data protection.
  • Support the Human and Robotic Exploration Directorate teams on new CADM methodologies and techniques.
  • Increase the efficiency of CADM processes.

Requirements:

  • Master's in engineering, Business Administration or another relevant discipline;
  • At least 5 years of demonstrated experience in space systems developments;
  • Knowledge of STEM degree-level subjects from recognised universities and business and/or project management qualifications or certifications (PMI, Prince, MBA);
  • Project Management experience in the space sector (space systems development and operations) and/or other high-tech domains;
  • Thorough knowledge and experience of ECSS Space Management;
  • Strong experience with schedule, risk and configuration management electronic tools;
  • Demonstrate expert-level knowledge in operating software using Monte Carlo techniques for schedule risk adjustment (for instance Deltek Acumen©);
  • Acquire and maintain expert-level knowledge of ESA Project Management tools, for instance, the risk tool (ERIS), and the ECLIPSE Software Suite including DCCM and eRID.
  • Ability to support migration of configured data from legacy tools to current CM tools (PRISMA to ECLIPSE)
  • Ability to support data exchange between ESA and industry tools (EMIS) or tools used in the frame of international cooperation (ENAP);
  • Ability to support configuration and data management processes and tools in the frame of cooperation with international partners (NASA, CSA, JAXA) is an asset;
  • High capacity to communicate effectively with international teams from engineering, technical and business domains;
  • High level of organizational skills, flexibility and ability to identify priorities;
  • Fluent in English, both written and spoken.
