Job Description - Principal Hse Advisor

Job
Purpose/Objective

 

To support the operationalisation of an effective
HSE Management System, manage project HSSE & SP risk controls and provide
complete HSE support to NLNG’s Technical Division to enable the Front -End,
Execution and Major Projects contractors to effectively implement all HSE
critical processes & Integrated Safe Systems of Work (ISSoW) throughout the
Project Phases and sustain Goal Zero and delivered projects within Cost,
Schedule, Quality plans.

 

Duties
& Responsibilities

  1. Provide support to the Front -End Development, Project
    Delivery, and Corporate Engineering to ensure adequate implementation of HSSE
    & SP Processes in Project Phases.

  2. Establish, maintain, and execute the HSSE & SP
    Activity Plan throughout the life cycle of the project.

  3. Drive the operationalization of an ISO 45001 and HSSE
    Control Framework compliant, Technical Division (TD) HSE Management System
    (HSE -MS) and HSE case in all activities within the Project location with the
    ultimate objective of ensuring no harm to people and no impact to the
    environment.

  4. Facilitate or participate in HAZID Workshop and other
    HSE Studies.

  5. Ensure that all other HSE processes – Meetings, HSE
    Campaigns, Audit/Inspections, Drills, Trainings, Incident
    Reporting/Investigation, etc. are being adhered to in accordance with Project
    HSE Clause in Contract, Construction Site Safety Standardization (CSSS) &
    IOGP/577 and legislated standards for Health, Safety, and Environment.

  6. Ensure consistent planning, implementation,
    documentation/tracking of Project HSSE & SP Activities during opportunity
    maturation/project development (Front -End).

  7.  Facilitate the operationalisation of an effective HSE
    Management System & risk controls and provide complete HSE support to the
    NLNG’s Project Delivery Team to enable the Execution and Projects contractors
    effectively implement Integrated Safe Systems of Work (ISSoW).

  8. Implement Environmental Management mitigation
    measures and environmental protection methods for the project, according to
    local laws, EIA, and contract requirements.

  9. Work closely with the Project Management Team on
    implementation of the Project to enhance the management of personnel health and
    safety (employees, contractors, and the public), which is critical to
    continuous improvement in HSE performance.

 

Key
Performance Indicators

  • Zero Fatality; Zero LTIF; and
    Threshold of <0.11 TRCF

  • Zero Tier 2 Process Safety Incidents
  • Zero Overdue PIMS HSE Actions in the
    assigned risk area under the Technical Division (TD)

  • Timeliness and accuracy of reports.
  • Number of Projects delivered without
    Lost Time Injury (LTI)

  • Number of Risk Assessment/Studies
    conducted and approved for Construction

  • Number of HSSE & SP Activity Plans
    developed and approved

  • % Closure of HEMP (HAZID, HAZOP)
    studies closure

  • Number of documents reviewed/approved
    (as per PCAP/Project HSE Activity Plan)

  • Number of LSE/HSE Go
    See/Walkabouts conducted and tracked



Requirements

Education

  • Minimum university degree, preferably
    in Engineering or Physical Sciences

  • Professional qualifications:
    International General Certificate in Occupational Health and Safety (IGC)/NEBOSH
    General Certificate and NISP HSE Competency Level 3, with Relevant Professional
    certifications are an added advantage

 

Experience

  •  Minimum of
    fifteen (15) years’ cognate relevant work experience in a reputable Oil and Gas
    organization. With at least 5 -8 years specifically in pipeline construction and
    3 -5 yeas in a principal role or in a similar role for portfolio of projects and
    good knowledge of the Oil and Gas industry

  • Prior
    experience in Project/Contractor HSE Management is required to create an
    opportunity for a seamless transition of projects from pre -DG3 to the execution
    phase.

  • Seasoned HSE
    Projects professional with broad experience in oil and gas processing,

  • Experience
    with HSE risk aspects (ALARP Demonstration) of oil and gas and/or
    Project/Engineering delivery.

  • Able to
    develop and implement Oil and Gas & Industry policies, strategies and
    standards.

  • Exposure to
    technical Oil & gas operations with depth in management of
    multi -disciplined teams

  • Time
    management skills: ability to work efficiently and accurately, mostly on fixed
    deadlines without compromising safety

  • Courage to
    advise the Project organisation team with regard to prioritization and
    behavioural improvement plans.

  • Lead/participate/facilitate
    Safety Risk studies
