Senior Law Enforcement Advisor (SLEA)(Onsite) 1099

The CJEP Senior Law Enforcement Advisor (SLEA) will assist and mentor INL contracted trainers to institutionalize SIS training for additional SIS units and provide mentorship to new and existing SIS units. The SME will ensure program objectives are sustainable and will be continued after end of the INL program. The SLEA will assist the contracted trainers to implement the delivery of any remaining train-the-trainer courses and mentor the NPF trainers, who will ensure the operational SIS units maintain adherence to standard operating procedures. As the NPF continues development of SIS units, mentorship is imperative in ensuring that SIS units maintain international law enforcement standards to ensure the units’ ability to interact effectively with the population and maintain the ability to pass vetting standards. The SLEA will revise and assist with implementation of the unit's concept of operations, make recommendations on how the Nigerians should maintain the unit, and identify other areas where U.S. assistance can make a concrete difference in a country rife with insecurity, including reaching out the Nigeria Security and Civil Defence Corps (NSCDC) and other law enforcement agencies.

Key Responsibilities:
The Role of the SLEA is to oversee, coordinate, and provide guidance in the implementation of law enforcement training of additional SIS units and development of follow-on projects for the NPF, NSCDC and other law enforcement entities. 

The successful SLEA candidate should meet the following qualifications (required and preferred): 

Overall Minimum Qualifications: 

• SMEs must be employed in the respective lines of work for which they are being considered (i.e. police officer, prosecutor, etc.), or be recently retired/separated within the last five (5) years.

 • Excellent verbal and writing skills. Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens and level three for third/host country nationals) foreign languages. 

• Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals). 

• Good health and be able to pass requisite physical, medical and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months. 

• Valid U.S. passport (for non-U.S. citizens, valid passport from their country of citizenship) for at least six (6) months at all times.

 • The ability and willingness to train other individuals in their area of expertise. 

• Unblemished background. 

• Active secret security clearance Level 3 Minimum Qualifications

 • Master’s degree from an accredited institution (bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field plus ten years of experience within field of expertise as required by INL can be substituted);

 • Ten to 15 years of work experience;

 • Eight to 15 years of experience within field of expertise as required by INL. 

Preferred Qualifications:

• Experience working with INL; 

• Experience working in an Embassy environment; and 

• Demonstrated experience and familiarity with U.S. Government contracting processes and procedures.
