Job Description - Technical Safety Engineer

Job Purpose/Objective

  • The Technical Safety Engineer is responsible for overall technical coordination of the HSE program through all project phases including Define and Execute phases, culminating in a successful startup and handover of the Asset to respective client asset owners in accordance with the project drivers.
  • The desired outcome is to reach our goal of zero HSSE incidents throughout all phases, including Operate, hence experience across all project phases including CSU/operations is an advantage.
Duties & Responsibilities
  1. Coordinating the necessary safety studies, ALARP demonstrations and development of the safety case in Detailed Design.
  2. Educating the Project, Asset and Contractor teams in the outcome of the safety studies and ensuring these are incorporated in the design.
  3. Ensuring that Safety Critical Elements on Project are implemented to meet the associated Performance Standards and that SCE function is not impaired during construction or commissioning without specific approval (deviation).
  4. Using technical safety and in -country Regulatory experience to challenge client Project on delivering an ALARP design and project, minimizing re -work in latter phases·
  5. Support the development of the project HSSE team through the project phases, creating opportunities to develop staff (both HSSE and other disciplines).
  6. Delivering the client project to the asset demonstrating process safety and impact to the environment is ALARP and Goal Zero in personal safety & health.
  7. Delivering and assuring consistent high quality technical safety deliverables· Pragmatically coordinating and guiding Client and Contractors through the AIPSM requirements.
  8. Performing effective and satisfactory engagement with a broad range of internal & external stakeholders when required, including Government and Regulatory bodies, whose diverse expectations must be successfully managed·
  9. Supporting Engineers and Construction HSE Advisors within both Client and Contractor(s) organizations.
  10. Monitoring and reviewing Technical Safety performance across the different phases and project locations to achieve the performance commitments and drive continuous improvement in the project HSE activities. ·
  11. Maintaining strong links with the client Technical /Engineering & Process Safety Team to enable application of all available resources and knowledge.
  12. Overall, conduct relevant Safety Studies & Risk Assessments to support Project delivery & Coordination, assure technical HSE inputs into Design & Engineering, and enable safe commissioning and startup
Key Performance Indicators
  • % closure of activities for Prevention of Major Accident Hazards: SIFp (Serious Injury & Fatality Potential) Reduction; Closure of Process Safety Actions (PSA) on Time; Bow -Tie Quality (as applicable) & Barrier Health Monitoring - 100% critical barriers tracked;
  • HAZOP/LOPA Findings Closure Rate - % closure within agreed timeframe etc.
  • Zero Tier 1/2 Process Safety Incidents during CSU.
  • % of HSE PCAP & HSE Activity Plan deliverables identified correctly and closed before target dates
  • 100% attendance and action follow -up compliance for Design Reviews (3D Model Reviews, P&ID, RAM, etc.
  • Zero Process Safety Incident emanating from design and/or engineering flaws/errors.
  • Zero Overdue PIMS HSE Actions in the assigned risk area under the Technical Division (TD)
  • Number of Coaching & Capability Building Sessions Delivered.
  • % completion of HEMP (HAZID, HAZOP, HSE Case -Bowtie) studies & identified actions closure within agreed timeframe - Technical Safety Deliverables Completed per Project Schedule
  • Quality & Timeliness of TSS (Technical Safety Studies) Assurance.
  • % Compliance with Execution of Field Assurance Checks (FAC) and Safety Walkthrough.


Requirements

Job Requirements
  • Minimum university degree, preferably in Engineering with at least 7 years of oil & gas project HSE delivery experience in similar role.
Skill Competency Requirements
  • The position requires a candidate with a ‘delivery’ mindset capable of delivering through others.
  • A proven track record of managing and collaborative working with contractors.
  • Demonstrated experience in delivering technical safety engineering onshore midstream projects.
  • Skilled in the development of ALARP demonstrations and safety cases.
  • Familiarity with the new PMF and how to implement this in a project to achieve successful result would be an advantage.
  • The successful candidate must be able to demonstrate an ability to drive timely decision - making and implementation by the project team through appropriate command, influence and respectful persistence.
  • Good communication skills with diverse stakeholders including Project, Asset and Regulator organizations.
