Job Description - Vacancies at United Nations International Children’s Emergency Fund

1). WASH Specialist

Location: Abuja

How can you make a difference?

  • The WASH Specialist reports to the Chief of WASH/Health/Nutrition/ADAP/CSD (Level 5/4) or WASH Manager (Level 4) for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme.
  • The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

Key Responsibilities
Programme development and planning:

  • Draft the WASH inputs for the situation analysis. Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of WASH sector development trends, for maximum efficiency and effectiveness in programme design, management and implementation.
  • Participate in strategic WASH programme planning discussions. Prepare WASH donor proposals, ensuring alignment with UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the Country programme, as well as government plans and priorities, and the role of other external support agencies.
  • Assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for programme reviews.
  • Work with colleagues and partners to discuss strategies and methodologies for the achievement of WASH output results in the country programme.
  • Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other UNICEF sectors, for the achievement of the WASH output results.
  • Draft assigned sections of the annual work plan, in close cooperation with government and other counterparts.

Programme management, monitoring and delivery of results:

  • With other external support agencies, strengthen national government WASH sector monitoring systems, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programmes and management, identify and document lessons learned.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
  • Prepare sectoral progress reports for management, donors and partners.

Technical and operational support for programme implementation:

  • Actively monitor UNICEF-supported activities through field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
  • Plan for use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.
  • Participate in WASH programme meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages of WASH programme implementation, to provide expert advice and guidance.
  • Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters

Humanitarian WASH preparedness and response:

  • Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
  • Contribute to the coordination arrangement for humanitarian WASH, for instant robust coordination in case of an emergency.
  • Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
  • Take up support roles in an emergency response and early recovery, as and when the need arises.

Networking and partnership building:

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
  • Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting.

Innovation, knowledge management and capacity building:

  • Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
  • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up to date with latest developments.
  • Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders

Requirements
Education:

  • An Advanced University Degree in one of the following fields is required: Public Health, Social Sciences, Behavior Change Communication, Sanitary Engineering or another relevant technical field.
  • Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

Experience:

  • Developmental: a minimum of five years of professional experience in WASH-related programmes for developing countries is required.
  • One year of deployment in a developing country is required.
  • Humanitarian: At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required

Requirements
To qualify as an advocate for every child you will have:

  • An Advanced University Degree in Public Health / Nutrition, Paediatric Health, Family Health, Health Research, Global / International Health, Health Policy and/or Management, Environmental Health Sciences, Biostatistics, Socio-medical, Health Education, Epidemiology, or other health-related science.
  • A minimum of 5 years of professional experience in public health/nutrition planning and management and/or in relevant areas of routine immunization & new vaccine introduction, maternal and neonatal health care, and health emergency/humanitarian preparedness at the national and international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

Purpose of the Assignment

  • This stretch assignment provides a professional development opportunity for those UNICEF staff interested in deepening their experience working in an education and emergency response context.
  • Under the guidance and supervision of the Education Manager, the Specialist supports the development and preparation of education programming and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme.
  • Particularly, the Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results related to improving equitable access to quality and inclusive education, especially for children who are affected by conflict, marginalized, disadvantaged and excluded in society.
  • The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Duration

  • This stretch assignment will be for a period of three (3) months.

Key Expected Results
Staff management and leadership:

  • Directly line manage one Education Specialist (NOC) and one Education Officer (NOB), using opportunities to regularly discuss performance, provide constructive feedback, identify learning goals for team members and ensuring a supportive environment for development.
  • Dedicate time and energy to the wellbeing of staff.
  • Maintain a workplace environment in line with UNICEF core values.

Support to programme development and planning:

  • Provide guidance and support in ensuring adherence to the annual work plan.
  • Participate in strategic programme discussions on the planning of education programmes.

Programme management, monitoring and quality control of education results:

  • Regularly monitor work plan implementation to ensure quality results are achieved in a timely fashion in line with set indicators and targets.
  • Organize coordination meetings with members of other UNICEF sections and with external partners in support of achieving work plan targets.
  • Provide guidance in managing grants, including HACT and DCTs through regular funds utilization review. Support the timely closure of open commitments and the disbursement/liquidation of DCTs to/by Partners.
  • Conduct field monitoring visits to assess the quality of activity implementation.
  • Support the preparation of high-quality review of donor reports for timely submission.

Technical leadership, advisory and guidance:

  • Provide technical guidance, coordination and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on UNICEF approaches on education and related issues to support programme management, implementation and delivery of results.
  • Apply innovative approaches and good practices to build the capacity of partners and stakeholders and support the implementation and delivery of sustainable programme results.
  • Ensure planning, implementation and monitoring of pilot/scale-up interventions on thematic areas such as multigrade teaching, remote learning and school grant management.
  • Participate in strategic discussions on preparedness, programming, and contingency planning.
  • As needed, draft papers, briefs and other strategic programme materials for management use.

Effective networking and partnership building:

  • Strengthen strategic partnerships through networking and advocacy with all Ministries providing Education in the Northeast, UN Agencies, NGOs and INGOs and other relevant stakeholders.
  • Participate and/or represent UNICEF in inter-agency discussions and planning on education in emergencies to ensure organizational positions are integrated in the Humanitarian Action for Children (HAC) appeal, North East Multi Year Strategy, Country Programme Document (CPD), and United Nations Development Assistance Framework (UNDAF) processes.

Tangible and Measurable Outputs/Deliverables of Work Assignment:

  • Provide technical and operational guidance for activities outlined in the annual work plan.
  • Direct the implementation of activities in the costed work plan for the launch of education activities supported through the Global Partnership for Education fund.
  • Work with the Sector Coordinator on activities for the Education in Emergencies Working Group.
  • Provide management support to document activities related to the rollout of the Safe Schools Declaration at the Local Government Area and school level, school grants and cash transfers.
  • Provide technical support for the conclusion of the Education Cannot Wait and the KfW 1 and 2 grants, including guidance on the final evaluation of these projects.
  • Engage with the Borno and Yobe State Ministries of Education and the UNICEF Country Office on the development of education finance profiles for each state.

Educational Qualification
Required qualification:

  • An Advanced University Degree in Education or any of the following: Economics, Psychology, Sociology or other Social Science field is required.

Experiences:

  • Minimum of five (5) years of progressively responsible relevant work experience in programme planning, implementation, management, and/or research in education at the international level.
  • Strong communication skills (verbal and written).

Desired experience:

  • Experience in and familiarity with emergency response is a strong asset.
  • Experience in engaging education programme management in developing countries, preferably in Western Africa, is an asset.
  • Experience working in the UN system agency or UN organisation is an asset.

Eligibility:

  • All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

Language:

  • Fluency in English (verbal and written).
  • Strong interpersonal skills
