JOB PURPOSE Develop and execute category (Technical, Engineering & Project, Production Operations & Maintenance, Community Relation & Safety, General Services & Information Technology, Security) strategies for procurement of goods and services to support the exploration and production of oil and gas in in Heirs Energies. This is to ensure that the outsourcing objective of the company which is value for money in vendors’ service deliveries is met. | |
PRINCIPAL ACCOUNTABILITIES | |
Lead the development and implementation of methodologies to achieve lean and agile Category supply chains and drive continuous improvement for accountable Category with both internal and external stakeholders. Lead the development of fit-for-purpose contract strategies that will ensure security of supply and value for money. Champion cost leadership in Supply Chain Management for Heirs Energies through the development of effective Total Cost of Ownership (TCOO) in all the projects/contracts prior to contract emplacement. Develop and maintain Category dashboards including key supplier profiles (financial health/risk factors) and category summaries (suppliers, market trend etc.) Responsible for the implementation of category management strategy for accountable department to align them with the existing SCM processes and procedures. In collaboration with Contracting Value Assurance Team, and the business line, co-create clear leading and lagging Kep Performance Indicators (KPIS) for the measurement of the vendor’s performance. Lead the periodic Business Performance Review of contracts to ensure continuous improvement in service delivery through the life of the contracts. Develop and implement Service Level Agreements (SLAs) with accountable user departments to ensure timely contract delivery.. In liaison with Legal Department, draft all appropriate contract documents for own category and define the most appropriate clauses of the contract/Purchase Order for the provision of goods and services. Prepare and issue Invitation to Tender (ITT) and Request for Quotation (RFQ) to qualified bidders with respect to own category. Contribute to the project cost control by analysing spend against the contract ceiling values and share best practices to achieve and maintain good cost control. Responsible for pre and post award contract management plans for all projects/contracts. Manage supplier relationships, monitor performance for the category and advise management on the need for further strategic relationships with the key suppliers. Responsible for ensuring that contract and procurement for own categories follow approved internal (CCP & SCM policies and procedures) and Joint Venture Procedures (JOA/NIPEX) and Standards. Identify contract risks and develop mitigations for all contracts in own categories to prevent poor contract delivery and both financial and consequential loss to the company. Negotiate or assist in negotiation of best price, delivery terms of payment and purchase conditions, tax exemptions, price escalation and other factors impacting costs. Review financial instruments (such as letters of credit and bank guarantees) and parent Company Guarantees Other duties reasonably related to the performance of the job | |
JOB CONTEXT & KEY CHALLENGES | |
Location – Lagos or Port Harcourt with visits to other company locations as may be required. Working with internal stakeholders to consolidate demand and standardize specifications Reducing the lead time to award of contracts in a heavily regulated contracting environment. Meeting JV obligations under the JOA in the detail of each contract Contributing to corporate HSE performance as significant number of safety incidents involve contractors and subcontractors.

EDUCATIONAL QUALIFICATION REQUIREMENTS | |
A minimum of Bachelor’s degree in Social Sciences, Engineering, and other relevant discipline. CIPS professional certification is an advantage. An MBA will be an added advantage | |
RELEVANT EXPERIENCE REQUIREMENT | |
10-15 years’ SCM general experience with very good knowledge of category management processes, procedures, practices and techniques, demand management, strategy development, and capital sourcing, strategic SCM and inventory management in the oil and gas industry. Working knowledge of a wide range of EPC contract experiences, systems, tools and practices. Ability to understand technical & operational requirements Ability to understand commercial, operational, financial and technical information Proven track record in complex category management, including supply market analysis, category strategy etc… Category management experience within diverse markets Experience in planning and executing SCM activities in the oil & gas industry (E & P)
