Job Description - Field Joint Coating (FJC) Inspector

Job
Summary

To perform all
activities necessary for field joint coating (FJC) and associated coating
inspection on the GTS-1 22 km x 36-inch Pipeline Re-routing Program, verifying
that all coating operations conform to project quality requirements, approved
procedures, applicable codes and standards, and the relevant Inspection and
Test Plans (ITPs) - in support of the Lead Quality Engineer’s overall project
quality mandate.

 
Main Accountabilities
Material Verification & Traceability

  • Material
    Inspection & Compliance:
    inspect all incoming coating
    materials and consumables, verifying strict conformance with project plans,
    contract specifications and approved submittals.

  • Traceability
    Assurance:
    maintain rigorous records to ensure full traceability
    of all coating materials used throughout the project lifecycle.

  • Equipment
    Monitoring:
    verify the calibration status and preservation of
    contractor coating and inspection equipment to prevent defects and maintain
    operational standards.

Field Joint Coating (FJC) & Quality Control
  • FJC Activity
    Oversight:
    witness, verify and sign off all Field Joint Coating
    activities, ensuring alignment with client and Company requirements.

  • Documentation
    Review:
    review, evaluate and accept FJC records, while
    tracking and managing any Non-Conformance (NC) reports.

  • Coating
    Process Monitoring:
    observe the entire coating application process,
    ensuring contractors adhere strictly to approved procedures and ITPs.

Testing & Quality Reporting
  • Coating &
    Defect Testing:
    witness coating thickness testing, inspect for surface
    defects, and evaluate any damage occurring during production and handling.

  • Specification
    Validation:
    perform specialized coating tests mandated by client
    specifications to verify structural and protective integrity.

  • Comprehensive
    Documentation:
    generate detailed, accurate reports on daily
    observations, test results and construction milestones to ensure full project
    transparency.

Stakeholder Management & Technical Change
Management

  • Stakeholder
    Engagement:
    with the support of the Lead Quality Engineer, manage
    day-to-day quality stakeholder relationships across the project team,
    contractors, vendors and third parties to align on quality expectations and
    resolve issues at the work front.

  • Technical
    Change Management:
    support the operationalization of the Project
    Technical Change Management (TCM) process, ensuring that field changes are
    adequately identified, captured, documented and routed for review and approval
    before implementation.

  • Action
    Close-out:
    track open actions arising from technical changes and
    ensure they are closed out on time, escalating overdue or at-risk actions to
    the Lead Quality Engineer.


Quality Observation Reporting (PQOR)
  • Raise Observations: raise Project
    Quality Observation Reports (PQORs) for observed quality issues, deviations,
    near-misses and improvement opportunities at the work-front.

  • Follow-through: follow through
    on PQORs, monitoring assigned actions and verifying that observations are
    effectively addressed.

  • Timely Closure: ensure PQORs
    are closed out within agreed timeframes and share recurring themes and trends
    with the Lead Quality Engineer and the Project Quality Delivery Team.


Key
Performance Indicators

  • ITP and coating-procedure compliance at the
    work-front.

  • Coating defect / holiday and repair rates within
    specification limits.

  • NCR raising accuracy and closure timeliness.
  • On-time closure of technical-change open actions.
  • PQOR raising and closure timeliness.
  • Completeness and timeliness of inspection and test
    records.

Decision-Making
Authority

Witness,
accept or reject FJC activities and coating test results; stop and report
non-compliant coating activities; raise NCRs and Project Quality Observation
Reports (PQORs); capture field changes for the Technical Change Management
process; verify and sign inspection and test records; and escalate quality
risks, deviations and overdue actions to the Lead Quality Engineer.



Requirements

Qualifications,
Certifications & Experience

  • A university degree (B.Sc./HND) in any Engineering
    discipline.

  • 5+ years’ experience in coating inspection, including
    field joint coating.

  • Coating inspection certification – AMPP (NACE/SSPC)
    Coating Inspector Level 2 or equivalent (minimum Level 2).

  • Strong knowledge of coating standards and pipeline
    coating systems.

  • Previous oil & gas industry experience, with a
    track record of supporting engineering / inspection projects.

  • Familiar with QA/QC systems and procedures and working
    knowledge of the Microsoft Office suite.

  • Valid OPITO / BOSIET or equivalent.
     

Technical
Competencies

  • Pipeline field joint coating systems, application and
    testing.

  • Inspection & Test Plan (ITP) interpretation and
    execution.

  • Coating defect identification, holiday detection and
    thickness measurement.

  • Material traceability and quality records management.
  • NCR / CAPA and Quality Observation (PQOR) processes;
    quality standards (e.g. ISO, ASTM, client specifications).
