Role and responsibilities

Generic responsibilities 

  • Ensure that reports (internal and external) are submitted on time and are coherent and accurately written (Biweekly, APRs, quarterly, interim and/or final report).
  • Support the field coordinator for the collection and dissemination of various contributions from the Project Managers, review and validation by technical team, dissemination and filing of the validated report.
  • Maintain hard and soft files of NRC Nigeria food security and livelihood documents (from inception to closure).
  • Play a key role in Grant Opening and Closing meetings preparation and implementation, as well as monthly/regular grants management meetings which include representation from each unit (Admin, programs, logistics, security and M&E), compile action points and ensure proper follow up of issues raised.
  • Monitor and support the use of grants management tools such as the detailed implementation tool, M&E plan, PFU and Budget Follow Up amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.
  • Support Field Coordinator in Project development; including making inputs in the area of risk management, quality of implementation, analysis of challenges faced during implementation and working with various program teams and key-stakeholders to resolve problems in a timely, cost-efficient and effective manner.
  • Monitor implementation of programs to ensure they are in accordance with donor and NRC internal requirements. Must develop extensive understanding of donor rules for the project under implementation and guide project manager in the reading of the relevant donor rules.
  • Ensure comprehensive grant/project files are maintained up to date and are available for use.
  • To act as an information resource on Adamawa. In connection with the Field Coordinator, be able to provide informative and varied articles from several sources regarding the current food security and livelihood status based on CH Analysis, FEWSNET and HEA analysis, socio-economic, security situation in the country. Build a dedicated file to centralize all relevant information on Adamawa context evolution and development.
  • Provide briefing papers and support development of external communication tools as relevant for donor and relevant stakeholders’ visits/meetings on NRC Nigeria programs in Adamawa.
  • Attend inter sector/coordination as FSL Coordinator to get firsthand information on program work and security information in Adamawa State.
  • Support the field area manager in the ongoing context analysis and scenario planning, risk analysis and advocacy initiatives

Specific responsibilities

Project Management:

  • Support LFS Project Manager in preparation and timely delivery of detailed projects implementation, procurement and budget spending plans ensuring that off targets are timely identified and mitigated.
  • Support partnership assessments and development of MoUs and other support documentation and resources in place to work with local partners.
  • Responsible for staff guidance and technical capacity support on implementation modalities, plans and strategies. 
  • Ensure integration at implementation level with other Core Competencies (ICLA, Education, WASH, CCCM, Shelter & NFIs, PfV) 
  • Conduct staff performance management by ensuring clear objectives are set and conducting regular feedback sessions.
  • Conduct frequent field visits to project areas to ensure quality implementation through technical and monitoring support.
  • Participate in monthly project progress reviews working with the LFS Project Manager
  • Contribute to the preparation of donor reports, project reports and any other NRC internal reports as required.
  • Ensure compliance during projects implementation to Donor and NRC regulations working closely with LFS PM
  • Responsible for projects budget management and ensuring compliance. 
  • Work with LFS PM to support MEL team on support continuous monitoring of project implementation.

Capacity building

  • Identify learning and training opportunities for LFS CC staff and recommend to the LFS PM 
  • Working with and support LFS PM and LEI Specialist, contribute and/or provide necessary technical training and develop appropriate technical guidelines and materials to NRC’s and partner’s staff.

Representation, coordination and Advocacy:

  • Responsible for developing and maintain collaborative and effective partnerships with government and local authorities in project locations.
  • Ensure effective stakeholder participation throughout the project implementation at LGA level.
  • Identify advocacy messages within projects at implementation, and recommend to LFS PM
  • Ensure coordination with other NGOs, INGOs at LGA level during project implementation to eliminate duplications of efforts.

QUALIFICATIONS

Competencies

Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies: 

  • Bachelor’s degree in social sciences, Development studies, Rural Development, Agriculture, Livelihoods, Economics and/or other related discipline.
  • Minimum of 2 years of experience from working as a Project Coordinator or 3-4 years as Project Officer in a humanitarian and /or recovery context and managing Livelihoods and Food Security interventions 
  • Proven Experience in working with agriculture, livestock, aquaculture, income generation, financial inclusion and value chain development with strong experience in use of Cash and Voucher Assistance (CVA) as a modality.
  • Experience in food security and livelihood assessments, both field data collection and analysis.
  • Previous experience of working in complex and volatile contexts.
  • Traceable experience in working with local CSOs in areas of identification supervision, sub-granting and capacity building.
  • Good experience in managing multiple projects in a challenging environment. 
  • Strong ability to work with diverse groups/individuals – ranging from local partners, local authorities, humanitarian community and the private sector proven ability in staff, donor contract & budget management.
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal; as well as excellent report writing skills

Context/ Specific skills, knowledge, and experience: 

  • Example: Knowledge of the context in Northeast Nigeria
  • Example: Knowledge of the local language English, Hausa, Fulani 
  • Example: Experience with start-up, exit or similar
