Job Description - Procurement Officer

Ellasot Consulting is recruiting on behalf of a reputable Oil and gas company seeking a competent, detailed oriented Procurement Officer to join its team.

The ideal candidate would be responsible for managing the end-to-end procurement process for goods, materials, equipment, and services required to support upstream, midstream, or downstream oil and gas operations. The role ensures timely, cost-effective, and compliant sourcing while maintaining high standards of quality, supplier performance, and contractual compliance. The ideal candidate will have hands-on experience working with International Oil Companies (IOCs) and possess a strong understanding of strategic sourcing, vendor management, procurement best practices, and oil and gas supply chain operations.


The Key Responsibilities

Procurement & Strategic Sourcing

  • Execute the end-to-end procurement process, from requisition to purchase order issuance and contract close-out.
  • Source qualified local and international suppliers for materials, equipment, and services required for oil and gas operations.
  • Develop and implement strategic sourcing initiatives to achieve cost savings, quality improvement, and supply continuity.
  • Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and Invitations to Tender (ITTs).
  • Evaluate supplier quotations, conduct commercial analyses, and prepare bid evaluation reports.
  • Negotiate pricing, delivery schedules, payment terms, and contractual conditions to obtain the best value for the company.
  • Ensure timely procurement of critical operational items while minimizing procurement risks.

Vendor & Contract Management

  • Identify, evaluate, prequalify, and manage local and international vendors.
  • Maintain an approved vendor database in line with company and IOC standards.
  • Monitor supplier performance, delivery schedules, quality, and compliance with contractual obligations.
  • Support contract administration, renewal, and supplier relationship management.
  • Resolve supplier performance issues and implement corrective actions where necessary.

IOC Procurement Compliance

  • Ensure procurement activities comply with International Oil Company (IOC) procurement standards, company policies, and regulatory requirements.
  • Support procurement activities for projects involving IOC clients and joint venture operations.
  • Ensure compliance with local content regulations and applicable industry standards.
  • Maintain complete procurement documentation to meet audit and compliance requirements.

Inventory & Supply Chain Support

  • Work closely with warehouse, logistics, engineering, and operations teams to ensure timely material availability.
  • Monitor inventory levels and support replenishment planning for critical materials.
  • Coordinate with logistics providers to ensure timely delivery of procured items.
  • Track procurement status and proactively resolve supply chain challenges.

Reporting & Cost Management

  • Prepare procurement reports, spend analyses, supplier performance reports, and procurement forecasts.
  • Monitor procurement budgets and identify opportunities for cost reduction and value creation.
  • Analyze procurement data to support strategic decision-making and continuous improvement initiatives.



Requirements

  • Bachelor's Degree in Procurement & Supply Chain Management, Business Administration, Engineering, Logistics, Economics, or a related discipline.
  • Professional certification such as CIPS, CIPSMN, or equivalent procurement certification is highly desirable.
  • Minimum of 5 years of procurement experience in the Oil & Gas industry.
  • Demonstrated experience working with International Oil Companies (IOCs) or servicing IOC projects.
  • Strong experience in strategic sourcing, supplier evaluation, contract negotiation, and procurement planning.
  • Familiarity with local content requirements and international procurement standards.
  • Experience using ERP procurement systems (e.g., SAP, Oracle, Microsoft Dynamics) is an advantage.
  • Experience procuring oilfield equipment, engineering materials, spare parts, drilling supplies, production equipment, and technical services.
  • Strong knowledge of oil and gas procurement processes and supply chain management.
  • Proven expertise in strategic sourcing and supplier relationship management.
  • Excellent negotiation and contract management skills.
  • Strong analytical, commercial, and cost management abilities.
  • Sound understanding of IOC procurement procedures and vendor qualification requirements.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • High level of integrity, professionalism, and attention to detail.
  • Ability to manage multiple procurement activities simultaneously and meet deadlines.
