Information Management Specialist, P3/P4 (NORCAP Emergency Response Roster fill up)

In line with our strategy, NORCAP is developing an Emergency Response Roster consisting of highly experienced, field-oriented specialists who can deploy rapidly to complex emergencies and provide operational surge support, normally for 3–6 months.  

The roster is designed to provide timely humanitarian surge support to UN agencies responding to sudden onset crises and humanitarian emergencies. Specialists in the roster will provide complementary, sequenced, support at country and field level in crises, based on identified operational needs.  

 
Key characteristics of the specialists in the Emergency Response  Roster:  

• Ready to deploy within ≤14 days  
• General good health and able to operate in complex and high-risk environments  
• Have extensive experience from UN or inter-agency operations  
• Contribute to operational impact at country and field level.  
• Be flexible and agile  
   

The Information Management Specialist will provide technical and coordination support for humanitarian information management at country and sub-national level in sudden-onset and complex emergencies by strengthening information management systems, supporting analysis and evidence-based decision-making, and ensuring that relevant, timely and actionable information is available to response actors.

They will support partners and humanitarian coordination structures to establish, strengthen and maintain effective information management systems during emergency responses. They work across UN agencies, government counterparts, national and international NGOs, clusters/sectors, inter-agency coordination mechanisms and other relevant response actors.

The Information Management Specialist provides both technical and coordination support to ensure that information is collected, managed, analysed and presented in ways that support operational decision-making. This includes:

• Establishing or strengthening information management processes, 
• data flows and standards; 
• developing and maintaining key information products; conducting analysis; identifying information gaps; 
• and facilitating information-sharing between response actors.

A core function of the role is to ensure that information management is practical, decision-oriented and responsive to operational needs, rather than focused solely on data collection or production of information products.

The Information Management Specialists may support:

• The development of common information management strategies, systems, data standards, reporting mechanisms, dashboards, maps and analytical products, 
• preparedness and contingency arrangements.

The role is time-bound and should strengthen existing partner and coordination capacity, with a clear focus on knowledge transfer, transition and handover.

General Responsibilities (The specific responsibilities will be different for each assignment, based on the needs and the context of the response)
 

Information management systems

• Support and strengthen cluster, sector, inter-sector/inter-cluster and other relevant humanitarian coordination structures at national and sub-national level
• Assess information needs, existing systems and key information gaps.
• Establish or strengthen practical IM systems, processes and data flows.
• Develop and maintain common datasets, reporting tools and data standards.
• Ensure appropriate data quality, protection and information-sharing practices.
• Support transition and handover of IM systems and responsibilities.

Analysis and information products

• Collect, consolidate and analyse humanitarian and operational data.
• Produce timely and actionable information products, including dashboards, maps and analysis.
• Support needs assessments and analysis of response coverage, gaps and trends.
• Translate data and analysis into clear information for operational decision-making.

Information Management Coordination

• Coordinate Information Management processes across clusters, sectors, agencies and other response actors.
• Support Information Management working groups, coordination forums and common reporting processes.
• Advise response teams and coordination structures on information needs, systems and analysis.
• Promote harmonised approaches and reduce duplication in information collection and reporting.
• Strengthen the capacity of national and local actors through coaching and practical support.

Minimum required Experience:

• Minimum 7 years of international humanitarian experience
• Minimum 3 international humanitarian missions working in complex emergency settings, high-risk and hardship environments at coordination/management level
• Recent operational emergency experience, preferably within the last five years
• Prior UN or inter-agency experience. Experience with multiple UN agencies will be an added value.

Language Requirements:

• Mandatory Full professional proficiency in English, and at least one of French, Arabic, Portuguese or Spanish  

Other Requirements:

• Proven experience in humanitarian information management in emergency and/or complex crisis contexts.
• Demonstrated experience establishing or strengthening IM systems, processes and data flows.
• Demonstrated experience in humanitarian data collection, management, analysis and visualisation.
• Demonstrated experience developing information products such as dashboards, maps, datasets and analytical reports.
• Demonstrated understanding of humanitarian coordination structures and the role of IM in supporting coordination and decision-making.
• Ability to translate complex data and analysis into clear, timely and actionable information.
• Demonstrated ability to coordinate IM processes across multiple organisations and stakeholders.
• Knowledge of data protection, responsible data management and information-sharing principles.
