Job Description - Assistant Manager, HR and Admin - Immediate Start

GERMAN INSTITUTE OF SCIENCE AND TECHNOLOGY - TUM ASIA PTE. LTD. Dover, Central Region Management - Internal (Human Resources & Recruitment) Perform full spectrum of HR functions including recruitment, payroll, tax-related matters, employee relations, staff engagement and advisory service on HR policies and procedure. Administer compensation and benefits programs, including salary reviews, bonuses, and employee benefits, ensuring competitiveness and compliance with regulations. Handle HR Administrationi.e work pass matters including work pass application, issuances, renewal and cancellation matters via online portals. Manage end-to-end recruitment processes, from job posting to onboarding, ensuring a seamless candidate experience. Development and implementation of HR policies, procedures, and initiatives that is aligned to the Management’s objectives. To ensure accurate and timely payroll processing, reviewing payroll reports for discrepancies and addressing any payroll-related issues. Draft and manage employee contracts in compliance with relevant labour laws, regulations, and industry standards. Identify key talent within the organization and develop plans for their retention and career advancement. Manage complex employee relations issues, including grievances and disciplinary actions.  Act as a point of contact for employee concerns and grievances, providing timely resolution. Implement and manage performance appraisal systems and provide guidance on performance reviews. Foster a positive and inclusive work environment through effective communication and engagement initiatives. Collaborate with department heads to forecast manpower requirements and develop annual staffing plans. Support budgeting activities related to HR, including personnel costs, training expenses, and recruitment expenditures. To assist in audits and inspections, providing documentation and support as necessary. Ensure timely submission of all required reports, including weekly and monthly HR reports, budget forecasting, and other administrative documentation. Ensure compliance with employment laws, industry practices and its application with current processes in HR daily operations. Support on HR departmental projects. Admin Scope: General office management including ensuring the day-to-day smooth running of the office, i.e office administration. Review on all Admin/HR procedures/policies. Ensuring administrative systems, processes and databases are efficient and well managed. Carry out administrative duties, using systems and processes relevant to the organisation. Oversee the flight and hotel booking arrangement for traveling employees and support in this process if necessary. Any other duties as assigned by the HR/General Manager Requirements: Diploma/Degree qualified in Human Resources Management, Business Administration, or related field. A minimum of five years of experience in a human resource/admin management role, in a similar capacity. Ability to maintain confidentiality and able to handle sensitive and confidential information with discretion and integrity.  Hands-on and proficient in the use of HR management or related software programs. Good understanding of Singapore manpower trends, recruitment and selection, employee relations, compensation, and benefits. Sound knowledge of the Employment Act, CPF Act, and Singapore labor law and HR practices. Proven ability to operate in a fast-paced and geographically diverse organizational structure. Team player with excellent interpersonal skills and able to develop and maintain positive working relationships across organisation. A self-starter who takes initiative and able to work under pressure with minimal supervision. Strong analytical skills and attention to detail. Excellent communication and problem-solving skills, team player with motivation to excel.
