Caritas Aotearoa New Zealand is the Catholic Bishops’ agency for justice, peace and development. We work in partnership and solidarity with communities throughout the world to promote human dignity and the common good. Our work of hope tackles both the causes and effects of poverty and injustice and responds swiftly to human and natural disasters. We promote advocacy and education for justice in New Zealand and Oceania, and we play an integral part in the worldwide Caritas network of over 160 relief, development, and social service organisations. We are part of the Oceania Caritas network who collaborate on issues within our region as well as the Caritas global network.

This is a shared role supporting Caritas Oceania (0.6 FTE) and Caritas NZ (0.4 FTE). Reporting to the Chief Executive Officer (CE) and Regional Coordinator Caritas Oceania, you will be responsible for contributing towards the establishment of the advocacy function and framework for Caritas Oceania and Caritas NZ and coordinating programmes aligned to the Caritas mission. 

At a practical level, you will provide a united voice and strategic leadership to influence, and galvanise the advocacy members from the Caritas Member Organisations (MO) in Oceania as well as facilitate the development and delivery of advocacy strategies and programmes to drive effective justice and peace advocacy action, promotion through education and partnerships with Māori, indigenous and Catholic communities.


Key responsibilities:
  • Lead the planning and delivery of effective advocacy programme strategies in line with organisational priorities
  • Lead and support two advocacy analysts in their advocacy and research initiatives
  • Conduct local and international scanning and research of the political and social landscapes to proactively identify and determine advocacy and campaign priorities
  • Manage and coordinate the planning, delivery, and evaluation of key advocacy campaigns and programmes, ensuring quality engagement and supporting social and environmental justice and peace
  • Work collaboratively alongside the CE and Communications, Marketing and Engagement Manager to bring about positive social change through education, advocacy and Māori engagement work on key justice issues
  • Support the preparation of Caritas’ submissions, statements and shared resources
  • Liaise, collaborate and facilitate opportunities for engagement with environmental and social justice groups, tangata whenua and indigenous communities to ensure impact and quality output and outreach to relevant communities
  • Work through the lens of Catholic Social Teaching and in the spirit of te Tiriti o Waitangi to guide effective engagement
  • Support the Advocacy team with special projects, responses, campaigns and engagements.

Person Profile:
  • Experience in an advocacy and/or policy advisor position, particularly in an NGO, international aid, social services or mission-driven agency
  • A relevant tertiary qualification in human rights, international development, social justice, social policy, or equivalent
  • Experience in the provision of high-level policy advice in complex and contested environments
  • High-level conceptual and analytical skills, including the ability to think laterally and critically assess issues
  • Strong writing and research skills
  • Demonstrated political awareness and knowledge of the New Zealand government and policy-making processes
  • Effective in building trust, connections and relationships with a wide range of stakeholders
  • Ability to motivate, support and influence others and facilitate and mobilise teams
  • Experience in delivering projects within an international context
  • Demonstrated cross-cultural competency and a nuanced understanding of different cultural contexts and views
  • Committed to the vision, mission and values of Caritas
  • Committed to the principles of Te Tiriti o Waitangi and Tikanga Māori
  • Ability to travel domestically/internationally as required
