Help Shape the Future Capability of Auckland's Rail Network

Auckland One Rail (AOR) is the operator of Auckland's passenger rail services, responsible for delivering safe, reliable, and customer-focused transport across the region.

We are seeking an experienced Capability Lead to join our People & Culture team on a fixed-term basis. This role will play a critical part in supporting major projects and operational initiatives, including CRL, network expansion, new stations, and future workforce capability requirements.

About the Role

Reporting to the Head of Learning and Capability, the Capability Lead will lead the development of a fit-for-purpose competency framework that supports our frontline and operational workforce. This role will work closely with leaders, subject matter experts, and stakeholders across the business to identify capability requirements, map competencies, and build sustainable frameworks that support organisational success.

This position is primarily based at our Auckland head office, with regular work at our Wiri depot.

Key Responsibilities

  • Develop and implement competency frameworks, assessment tools, and capability standards aligned with business objectives.
  • Conduct competency mapping, identify capability gaps, and maintain workforce capability documentation.
  • Partner with leaders and subject matter experts to facilitate workshops, validate requirements, and present recommendations.
  • Manage project delivery, including planning, reporting, stakeholder updates, and governance requirements


Requirements

To be successful in this role, you will bring:

Essential Experience

  • Proven experience developing competency or capability frameworks.
  • Strong understanding of organisational capability, workforce planning, and adult learning principles.
  • Experience in role analysis and competency mapping.
  • Outstanding stakeholder engagement and facilitation skills.
  • Strong analytical, documentation, and project management capabilities.
  • Advanced Microsoft Office skills.

Desirable

  • Experience within operational, industrial, infrastructure, transport, or similar environments.
  • Qualifications in Human Resources, Organisational Development, Learning & Development, or a related discipline.
  • Experience in workforce planning, skills assessments, or capability frameworks
