Reo kupu | About this role

This role involves three related – but distinct – areas of responsibility.

The first involves supporting the overall readiness of the Rotorua Civil Defence and emergency Management (CDEM) Emergency Operations Centre (EOC), including support systems such as Standard Operating Procedures (SOP's).

The second involves building community resilience by encouraging local communities, marae and businesses to plan and prepare for a civil emergency.

The third involves leading the 'Welfare Function' for the Rotorua CDEM EOC, as per the CIMS framework. (Coordinated Incident Management System). That role includes leading and organising the local Welfare Committee and proactive engagement with Iwi, community groups and partner agencies to ensure relationships are formed that will support an effective, coordinated and community wide welfare response to a civil emergency. It also involves leading the Welfare Function (i.e. Welfare Manager role) when the EOC is activated.

The community resilience and welfare lead elements of this position require a high level of competence and skill in respect of:

  • leading through influence
  • motivating others to contribute discretionary effort
  • facilitating interactions involving people with a diverse range of viewpoints and conflicting priorities, and
  • problem solving

The role also requires a high level of adaptability and a willingness to work outside of standard business hours in order to attend community and stakeholder meetings; and a willingness to respond to and support an emergency response on a 24/7 basis.

We are seeking an Emergency Management Officer (EMO) with the following skills to be part of our team:

  • Demonstrated ability to lead through influence; and motivate others to contribute discretionary effort
  • Demonstrated ability to facilitate interactions involving people with a diverse range of viewpoints and conflicting priorities
  • Demonstrates sound professional judgement and excellent problem solving and decision making skills
  • Ability to work with incomplete and sometimes ambiguous information in a stressful environment
  • Demonstrated ability to maintain a customer focus and be responsive to community needs
  • Excellent presentation skills and demonstrated ability to engage with a diverse range of audiences
  • Ability to both work independently and unsupervised; and collaboratively as part of a team
  • Comfortable with technology and able to use a range of digital tools and systems
  • Demonstrated commitment to innovation and continuous improvement
  • Excellent organisational skills. Demonstrated ability to plan and prioritise important activities/tasks and meet timeframes
  • Demonstrated ability to develop and deliver high quality reports, planning documents and presentations
  • A high level of skill in initiating, developing and maintaining effective relationships with a wide range of stakeholders and people groups is a critical requirement of this role.

Formal Qualifications & SpecificRequirements:

Required:

  • Experience in Emergency Management and the application of the CIMS framework
  • Completed CDEM Foundation Course, Intermediate Course and/or CIMS4 course – or demonstrated ability to achieve those certifications.
  • Ability to engage with Council, iwi, partner agencies, community groups and other stakeholders in order to promote resilience and emergency preparedness
  • Willingness to work outside normal business hours and respond to emergencies on a 24/7 basis
  • Commitment to the Treaty of Waitangi and responsive to Maori values
  • Current NZ Drivers licence
  • Current First Aid certificate (or ability to obtain certification)
  • Tertiary qualification in Emergency Management or related discipline
