Kaiwhakahaere (Manager) - HR and Workforce Development


Location: Hamilton/Thames
Employment Type: Full-time (40 hours/week, 1.0 FTE)
Organisation: Hauraki Primary Health Organisation/Te Puna Hauora Matua o Hauraki



Are you passionate about creating a culturally safe, inclusive, and high-performing workplace? Te Puna Hauora Matua o Hauraki is seeking a dynamic Kaiwhakahaere HR and Workforce Development Manager to lead our human resources, health and safety, and workforce development functions.



About the Role


Reporting to the CEO, this pivotal role will drive strategic workforce planning, ensure compliance with employment legislation, and embed tikanga Māori across all frameworks. You’ll be part of the management team, contributing to strategic planning, budgeting, and organisational development.


Key Responsibilities



  • Lead HR operations including recruitment, onboarding, performance management, and policy development.

  • Champion workforce development across the provider network, including training coordination and business case development.

  • Provide health and safety leadership, ensuring compliance and fostering a safe work environment.

  • Deliver insightful reporting to the Executive Board on HR and H&S trends.

  • Act as Privacy Officer and lead quality and risk management initiatives.


We are looking for someone who has



  • Proven leadership and HR management experience.

  • Strong knowledge of HR systems, employment law, and health & safety regulations.

  • Experience in workforce development planning and project management.

  • Excellent interpersonal, communication, and conflict resolution skills.

  • Commitment to te ao Māori and ability to engage effectively with Māori clients and whānau.
