Transnational, Serious and Organised Crime is a clear and growing national security threat – a global problem that undermines community, wellbeing, governance, economic development and national security. The intelligence contribution of the TSOC Fusion Centre is anchored to the TSOC Strategy priorities, areas of focus and goals, ensuring that strategy, prioritisation, and decision-making are aligned to support a resilient, end-to-end response to TSOC.

As the Lead Intelligence Analyst at the TSOC Fusion Centre, you will be an experienced intelligence professional working in a dynamic multi-agency environment and supporting the development of the strategic intelligence capability across the TSOC agencies.

You will be an expert in using a range of analytical tools and methods to provide insight and foresight on complex TSOC problems and issues. You will be an experienced written and verbal communicator, familiar in presenting to clients across the multi-agency environment. You will support the team in developing high-standard intelligence products, and further the intelligence capability of the function.

As a critical and innovative thinker who is enthusiastic and personable, you will be able to develop high trust and effective cross-agency relationships with the team, member agencies and partner agencies. You will bring a positive mindset to the team and lead collaboration between agencies to achieve shared outcomes.

Key Accountabilities

• Produce compelling high quality strategic analysis of the complex TSOC environment that recognises and assesses multiple perspectives. Propose potential opportunities and present results as intelligence products and briefings in a way that compels decision making.


• Oversee collection activity aligned to TSOC priorities and understand the mandates and collection activity of our partner agencies.  


• Proactively identify emerging TSOC risks and trends, ahead of agencies, and develop timely intelligence products for Governance.


• Proactively build and maintain partnerships across the sector to support situational awareness, collections, and wider TSOC knowledge.


• Provide technical guidance relating to intelligence analysis tools and methods, and coach intelligence staff to develop their tradecraft.


• Provide peer review and quality assurance of intelligence products produced by the team.


• Manage competing priorities and demands effectively to maintain quality of work under strict timeframes.


• Champion diverse worldviews, different perspectives, and the principles of Te Tiriti o Waitangi, identifying opportunities to reflect these in intelligence products.

• An understanding of transnational organised crime is desirable

Additional Information

To be eligible for this role, you may be asked to obtain and maintain a TOP SECRET national security clearance. 

The minimum criteria for this level of national security clearance is:

NZ Citizen who has resided continuously in NZ for the last 10 years, or: 

• A Permanent Resident who has resided continuously in NZ for the last 10 years, or


• A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

About TSOC

The Transnational, Serious and Organised Crime (TSOC) Strategy aims to build resilient communities and systems to make New Zealand the hardest place in the world for organised criminal groups and networks to do business and cause harm. The Strategy provides a comprehensive, whole-of-Government end-to-end approach to tackle TSOC, and brings together a significant number of government agencies with a response and resilience approach, to make it harder for organised criminal groups to gain footholds in our communities.  

The TSOC Fusion Centre was established under the previous strategy, as a dedicated strategic cross-agency intelligence capability, to provided system level insights that individual agencies cannot.

The TSOC Fusion Centre is hosted by New Zealand Police as part of the National Intelligence Centre, and sits within Intelligence Fusion Teams, alongside the Gang Harm Insights Centre and the National Drug Intelligence Bureau. We work with, and on behalf of, key TSOC Strategy partners, and have an established oversight mechanism through the TSOC Governance structure.

The TSOC Fusion Centre supports a whole-of-government approach towards safeguarding our national security interests from threats. We produce cross-agency strategic intelligence, taking a system focus to enable upstream disruption and prevention of TSOC. Enabled by the proactive and targeted sharing of information and intelligence from partner agencies and the wider TSOC sector, both domestically and internationally, we can identify global shifts and monitor vulnerabilities to understand the ecosystems which TSOC networks operate in.

Utu ā-tau | Salary 

This position is covered by a collective agreement and salary will commence at $111,529.00 - $129,277 dependent on skills and experience relevant to the role.
