This role is pivotal in embedding world-class information management practices across one of New Zealand’s largest and most complex public sector organisations.  As Manager - Information Capability, you will lead the development and delivery of enterprise-wide strategies, frameworks, and roadmaps that transform how Police manages, governs, and leverages information. You will provide thought leadership and champion innovation, ensuring our information capabilities are robust, future-ready, and aligned with government-wide digital and data initiatives. Your work will directly influence operational effectiveness, strategic decision-making, and public trust in Police’s ability to manage information safely and responsibly.


 


To succeed in this role, you must be able to influence at all levels of the organisation, build lasting and productive relationships, and translate complex information management concepts into meaningful, actionable outcomes for staff across all functions. You will be expected to provide pragmatic, fit-for-purpose solutions in a high-tempo environment, ensuring Police remains safe, compliant, and agile in its use of information. Your ability to lead with clarity, communicate effectively, and foster trust will be critical to driving change and embedding a culture of excellence in information capability.


 


Key Accountabilities:


 



  • Leads the development and implementation of strategies, frameworks and roadmaps to raise Police’s information management capability and maturity.

  • Provides strategic advice and thought leadership to the Director ICT Services, Chief Information Officer, the Chief Operating Officer and Executive Leadership Team on information management.

  • Ensures Police’s information tools support new ways of working and remain aligned with changing business needs and external regulatory changes.

  • As a senior information management expert, collaborates on all of government information and data initiatives which seek to uplift overall government capability.

  • Ensures that information management policy is relevant, current and reflects the Police business context and Police’s legislative responsibilities.

  • Champions information and data principles and goals, working closely with other business groups to achieve alignment between information management and data management.

  • Acts as New Zealand Police point of contact for Archives New Zealand, and supports the member of the Police Executive in fulfilling the role of Executive Sponsor Information and Records Management under the Information and Records Management Standard promulgated by Archives NZ.

  • Build and support a high-performing team, fostering a culture of collaboration, safety, and continuous improvement

  • Identify opportunities to leverage technology and government information strategies to improve Police performance.

You will bring deep expertise in information and data management, with a strong understanding of information management frameworks and standards within the NZ Government context. Your ability to learn from challenges, apply root cause analysis, and drive continuous improvement will be essential.


 


As a strategic leader, you will have a clear vision for information services and the ability to communicate it effectively across all levels of the organisation. You will foster a culture of innovation, learning, and excellence, encouraging feedback and the sharing of best practices. This is a critical role within ICT Services, requiring someone who can balance operational stability with forward-thinking improvements. You will be a proactive, outcomes-focused leader who can deliver meaningful change at pace, ensuring Police remains safe, agile, and future-ready.


 



  • A tertiary qualification in a relevant field (e.g., information or data management).

  • Significant experience in a leadership role within information, knowledge, or data management—ideally in the public sector.

  • Strong strategic thinking and stakeholder engagement skills.

  • Proven ability to develop and implement strategies, frameworks, and governance models.

  • Good understanding of information management principles, data governance, and compliance requirements.

  • Experience leading high-performing teams and fostering a culture of innovation and continuous improvement.
