Job Description - Pouroki/Registrar

Are you a seasoned legal professional with a passion for healthcare regulation and a commitment to maintaining high standards in medical practice? Te Kaunihera Rata o Aotearoa/Medical Council of New Zealand (MCNZ) is seeking a dynamic and strategic Registrar to join their team in Wellington.
  
MCNZ plays a crucial role in safeguarding the health and safety of the public by ensuring that doctors in New Zealand are qualified, competent, and fit to practice. Their responsibilities include registering doctors, setting and monitoring standards, managing complaints and disciplinary processes, and overseeing the continuous education and training of medical professionals.
  
With a team of just under 100 dedicated staff, MCNZ excels in delivering exceptional service to the sector. This is driven by a strong work ethic and a shared sense of purpose. Their organisation is guided by a 13-member Council, appointed by Te Whatu Ora/Healthcare New Zealand, comprising both medical professionals and laypersons.
  
As Registrar, you will be a pivotal figure in ensuring compliance with the Health Practitioners Competence Assurance Act 2003. Reporting directly to the Chief Executive, you will also be an integral part of the support mechanisms provided to Council and  the leadership team, contributing as both a senior leader and legal advisor. Your strategic insight will be essential in navigating complex regulatory landscapes and addressing emerging issues within the health sector.
  
Key Responsibilities:
  • Exercise statutory powers, duties, and functions to regulate the medical profession, ensuring compliance with the Act.
  • Provision of high quality board papers that clearly identify issues, provide strong analysis from a legal aspect and set out potential risks to help the Council make decisions.
  • Collaborate with the Chief Executive and senior managers to achieve the Council’s objectives.
  • Lead organisational planning, resource coordination, and strategic initiatives with a ‘no surprises’ approach.
  • Ensure alignment with the principles of Te Tiriti o Waitangi.
  • Leading a high performing and outcomes focused team, fostering a collaborative and accessible work environment.
  • Serve on the Notifications Triage Team, addressing all notifications received regarding medical practice concerns.
  • Offer expert legal advice and support decision-making processes within the Council.
  • Build and maintain key external relationships with stakeholders, including medical schools, healthcare organisations, and regulatory bodies.
  • Maintain an accurate Medical Register and uphold procedural integrity.
Qualifications and Skills:
  • Significant leadership experience in a health or regulatory environment.
  • Tertiary qualification in law, with extensive knowledge of the legalisation that defines MCNZ’s responsibilities and powers.
  • Strong strategic and analytical skills, political acumen, and the ability to engage effectively with diverse audiences.
  • Commitment to cultural safety and the principles of Te Tiriti o Waitangi.
  • Excellent communication and relationship management skills.
