Job Description - Product Lead - Value Streams

What is the purpose of the Product Lead - Value Streams role?


The Product Lead - Value Streams ensures that Snapper’s work streams, initiatives, and services deliver value for our sponsors and users. A central focus is on aligning the business needs of Snapper with the needs of our key customers (primarily Greater Wellington Regional Council [GWRC] and Snapper cardholders).


They are both a connector and a facilitator, engaging across teams to keep delivery focused on solving the right problems, in the right way, at the right time. They champion the clarity of business goals and ensure the work of the value stream remains aligned to those goals throughout the lifecycle of an initiative.



  • The Product Lead - Value Streams reports to the Head of Technology and Operations

  • This role has no direct reports

  • Key relationships are with Design, Delivery, Operations, SRE, Customer Care and the relevant technical leads

  • Based in Wellington, NZ



What does the Product Lead - Value Streams do?


You help keep the team aligned around our business objectives by:



  • Understanding the problems our customers face, including stakeholders (like GWRC) and Snapper cardholders, and articulating those into business needs Snapper can solve.

  • Engaging with subject matter experts across the organisation at every stage of an initiative or stream.

  • Collating insights from external and internal sources to support and shape initiatives where needed — understanding that research is sometimes used to secure initiative approval or refine delivery.

  • Supporting sponsors in making informed prioritisation decisions and helping define scope and priorities within an initiative to ensure maximum value.

  • Keeping initiatives focused on solving the agreed-upon problems, resisting unnecessary scope creep, and identifying work that does not deliver value. You help the team master the art of work not

  • Facilitating and participating in stream activities, providing the “Why” and “What” needs to be delivered, while leaving the “How” to the engineers, enabling their expertise while ensuring alignment.

  • Refining and maintaining Epics so they stay aligned to agreed business goals, articulating problems clearly enough for the team to propose solutions, and validating those solutions against the intended outcomes.

  • Measuring the success of initiatives against their ability to deliver the intended value, monitoring whether the delivered solution meets the agreed requirements and advising on whether further scope is justified.

  • Converting sponsor priorities into Epics and Stories for engineers to work on, championing clarity and alignment throughout delivery.

  • Coordinating the journey of a service stream or initiative from business requirements through to sign-off, delivery to production, and post-deployment monitoring — in line with the release framework and in partnership with Delivery.



What will help you to be successful in this role?



  • Experience in service design, initiative management, or product/service development roles.

  • Ability to work with sponsors, engineers, delivery teams, and leaders constructively and collaboratively.

  • Curiosity and passion for understanding how our customers (and their customers) experience our services and how to improve those experiences.

  • Ability to balance competing priorities, apply sound judgment under constraints, and focus on what delivers the most value.

  • Strong communicator, capable of presenting clear, data-informed narratives and decisions.

  • Skilled at framing problems and requirements in a way that empowers engineers to craft appropriate solutions.

  • Ability to extract and interpret relevant data to support insights, prioritisation, and decisions.

  • Comfort with complexity, resilience in ambiguity, and the mindset to guide others through it.

  • Open-minded, collaborative, and trusted across teams. You will need to be approachable for our people and driven to improve services and outcomes for customers and the business.

You’re close enough to the engineers, delivery, and sponsors to see the connections and explain the “Why” and “What” clearly, empowering the engineers to define and own the “How”.


You guide streams from requirements through to deployment with focus, clarity, and attention to what really matters. You will have a proven way of bringing people together around shared objectives.


You help the team ship work that meets the agreed business goals, monitoring how well solutions solve the problems and deliver value to our users and stakeholders, advising where further refinement is (or isn’t) needed.


You lean into the complexity of the public transport ecosystem, helping the team navigate it confidently while maintaining momentum.


You build trust through clarity, humility, curiosity, and a focus on delivering meaningful outcomes. All you do reinforces Snapper’s consistent commitment to excellence in service delivery.
