Organizational Setting and Reporting Relationship

The position of Organizational Resilience and Crisis Management Administrator is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and senior National Staff.

Your Role

As an Organizational Resilience and Crisis Management Administrator, you will provide technical assistance in the planning, coordination, and execution of ADB's Organizational Resilience (OR) and Business Continuity (BC) Programs, including facilitation and coordination of the Crisis Management (CM) Program focusing on internal client needs by participating in the implementation and completion of OR, BC, and CM related projects.

You will:

Organizational Resilience and Business Continuity 

  • Assist in the implementation and maintenance of the Business Continuity Management System (BCMS) including Business Continuity Plans (BCP) creation, maintenance, approval, and reporting. Maintain Business Continuity Management (BCM) critical documentation, and incident logging in the online BC systems as required.
  • Contribute and provide inputs to the development, review, and monitoring of Business Impact Analysis (BIA), Risk Assessments (RA), and BCP.
  • Assist in maintaining the Business Continuity Core Group (BCCG) call list and profile, OR Communication Plan, and BC strategy.
  • Coordinate and perform preparatory tasks necessary in scheduling and execution of BC testing/exercise activities.
  • Help maintain quality control of internal and external audit-related documents, plans, and reports to ensure compliance with BCM ISO standards and help facilitate coordination of internal and external audit activities. Check accuracy of database proof of entries based on agreed internal and external auditor recommendations in compliance with ISO 22301:2019.
  • Contribute to the planning and scheduling of regular reviews and revalidation of BCM certification and surveillance audits of third-party certification bodies.
  • Provide support to division level activities including analysis and monitoring of budget utilization, institutional procurement activities in accordance with ADB’s established guidelines, preparation, and implementation of communication activities for awareness of OR and BC across all departments, offices, and partners.
  • Perform other assignments as required and reflected in the incumbent’s workplan.

Crisis Management 

  • Assist in the implementation of Crisis Management programs and initiatives which include:
    • coordinating capacity building activities for the Management Committee (MC), Crisis Management Team (CMT), and Crisis Response Team (CRT)
    • developing, testing, and reviewing crisis management, crisis communications and response plans
    • awareness raising and communications.
  • Provide technical support to MC, CMT, and CRT as needed.
  • Assist in documenting crisis management timelines and best practices when needed.
  • Perform other duties as may be assigned and reflected in the incumbent’s workplan.
Qualifications

You will need

• Bachelor’s degree in international relations, political science, social science, business administration, engineering, accounting, management, or other relevant field of study
• At least 5 years of relevant work experience with exposure to Business Continuity, Organizational Resilience, and Crisis Management activities is preferred.
• Knowledge and understanding of international regulations, standards and best practices relating to business continuity such as ISO22301:2019 and related standards is preferred.
• Sound working knowledge of policies, guidelines and procedures related to business continuity and crisis management. Knowledge of ADB’s internal business continuity and crisis management arrangements or of other similar international organizations would be an asset.
• Sound working knowledge and experience in project management methodologies and skills.
• Basic working knowledge in accounting and audit principles pertaining to budget monitoring and control preferred. Sound working knowledge of standard IT applications, software and systems used generally in multilateral organizations and familiarity with existing systems and database management (Office 365, SharePoint, Business Intelligence, etc.)
• Ability to focus on achieving results and seek assistance from colleagues and supervisor for desired outcomes.
• Ability to work closely with multi-disciplinary team and promote teamwork.
• Good command of written and verbal communication in English.
