- Develop and communicate the management system and framework (including forms, checklist, and similar) to the project team
- Assist construction team to develop inspection and test plans and required templates, forms, checklists, etc. as per contractual, statutory and Leighton Asia/CIMIC guidelines and requirements after liaising with the project team to understand the project requirements.
- Assist the DC team in establishing of project electronic document management system and filing system.
- Responsible as ‘Administrator’ for Incite edms.
- Establish quality and training programs
- Prepare registers of materials, testing data, & inspection requirements.
Monitoring of Requirements
- Guide the project team to verify and check inspection and test results from internal and external sources.
- Collate all data received from the construction team and advise on missing information.
- Maintain the quality and tracking registers developed to record materials testing data, inspection and other requirements as defined in the project Completion plan
- Ensure all records are uploaded to Incite from the temporary workspace on the sever
Document management, training and knowledge sharing
- Guide all teams to maintain quality related documents in a systematic manner; and liaise with Document Controllers and team members to upload the relevant documents
- Share and report updates on quality issues, standards and any changes
- Assist in preparation of the final documentation for the project.
Reporting
- Issue weekly status reports to Material Test Report on concrete, rebar, and coupler testing with updated registers
- Issue report on outstanding submissions with reminder e mails to all.
- Prepare monthly quality report and Material Test Report monthly progress reports for review by QM
Project site and off-site testing
- To ensure all materials use and incorporate to the works are compliance with the project specifications
- Witnessing material sampling and testing
- Conducting offsite and on-site inspections
- Conduct periodic site visits and maintain oversight on the products/services / supplies from contractors, sub-contractors and vendors; monitor adherence to standards defined in the approved quality plan and related quality control procedures / methods
- Monitor and advise performance of the in-house concrete sampling team
- Monitor and advise performance of the in-house rebar and coupler sampling and testing team
- Conduct off-site inspections with construction team if required and advise on preparation of off-site records and reports
- Inspect testing equipment and facilities for required certification and calibration.
- Report incidents of quality defects and non-compliances to the manager
- Monitor corrective measures and remedial actions to close non-compliances and rectify defects
Quality audits
- Conduct site audits as per plan by inspecting sites and reviewing documentation
- Document audit findings, assess weak areas and suggest improvements.
- Implement action items based on audit findings and track closure of NCRs
- Prepare and submit the audit report and action taken report to the supervisor and project leadership team
- Carry out monthly pre-meeting review with risk owners for the Material Testing Requirements risk meeting.
- Update the Material Testing Requirements risk register
- Prepare minutes of monthly Risk management meeting with Material Testing Requirements
- Set objective goals, evaluate performance of subordinates and provide them regular feedback
- Identify performance gaps and provide necessary support to close such gaps
- Recognize and encourage high performing subordinates
- Train and mentor subordinates on technical as well as behavioral aspects
- Provide opportunities to the team to develop their capabilities
