Project Description NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.' NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia . The site is near the Red Sea and the borders of Egypt , Israel , and Jordan . It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea .' NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways. Position Summary The Testing and Commissioning (T&C) Manager role ensures the successful integration, testing, and commissioning of the various systems for depots, stations, railway lineside related infrastructure composed of, but not limited to railway Group Mass Transit (GMT), High Speed Rail (HSR) and Freight (FRT) within the rail infrastructure. This role involves overseeing the testing and commissioning activities, coordinating with multiple stakeholders, and ensuring compliance with safety standards, project timelines and in accordance with the Programme and NEOM requirements. Coordinate and monitor the development of the Designers planned activities and provide progress reports to EPM Testing and Commissioning Director, highlighting performance to plan. A key part of this role is collaboration with the Design & Build Contractors and NEOM, establishing regular meetings with them and other NEOM & external stakeholders as required for managing, coordinating, and assuring the design. Plan and organize the review of Design & Build Contractors deliverables, interfacing with subject matter experts and design review teams (DRT). Major Responsibilities
Management of T&C works of various systems for depots, stations, railway lineside related infrastructure composed of, but not limited to railway Group Mass Transit (GMT), High Speed Rail (HSR) and Freight (FRT) within the rail infrastructure.
Coordinate and manage the review of T&C deliverables produced by the Design & Build Contractors, including schedules, reports, providing feedback to the Testing and Commissioning Director.
Coordinate and manage the design review of Design & Build Contractors hazard and risk logs related to testing and commissioning.
Coordinate the response to comments raised on deliverables produced by Subject Matter Experts (SME) and the Design Review Team (DRT) related to testing and commissioning activities.
Develop comprehensive testing and commissioning strategies in alignment with client requirements and industry standards.
Ensure that design and build contractors prepare detailed test plans, schedules, and procedures for various phases of testing and commissioning activities.
Identify resource requirements, including personnel, equipment, and facilities, necessary for testing and commissioning tasks.
Liaise with internal teams, external contractors, suppliers, and regulatory authorities to coordinate testing and commissioning activities.
If required supervise and direct testing activities, including system integration testing, subsystem testing, and system acceptance testing.
Ensure that test procedures are followed accurately, and test results are documented thoroughly.
Conduct troubleshooting and analysis of test failures, coordinating with relevant teams to implement corrective actions.
Oversee the commissioning process, including pre-commissioning checks, functional testing, and system handover.
Verify compliance with safety regulations, quality standards, and project specifications during the commissioning phase.
Ensure the documentation and verification of as-built configurations, test records, and commissioning reports are prepared by the consultants/contractors.
Enforce safety protocols and quality assurance measures throughout the testing and commissioning phases.
Implement best practices and lessons learned from previous projects to optimize testing and commissioning workflows.
Provide recommendations for technology upgrades or system enhancements to improve testing capabilities.
Skills & Qualifications
University/College graduate with BS in Engineering with minimum 15 years of relevant experience; master's degree is preferred.
Extensive experience in testing and commissioning roles within the rail or transportation industry.
In-depth knowledge of rail systems, including signaling, communications, electrification, and rolling stock.
Strong understanding of testing methodologies, standards, and protocols relevant to rail infrastructure.
Knowledge & understanding of industry or regulatory codes and standards and design criteria pertinent to the discipline.
Proven experience in managing and leading a testing and commissioning team.
Proficiency in project management tools and software for planning, scheduling, and documentation.
Certifications in relevant areas such as project management, safety management, or railway systems engineering are desirable.
Demonstrated leadership abilities in managing testing and commissioning activities, including resource allocation and risk management.
Excellent interpersonal, analytical and communication skills (oral and written).
Proactive, supportive, inquisitive, challenging and result driven.
Ability to manage multiple assignments, changing priorities and work with ambiguity.
