JOB OVERVIEW :
The Regulatory Associate post is a full-time position under the Legal, Regulatory, Compliance, and Industry Relations; The role will support the Regulatory and Transaction Counsel who will be working closely with the Business Development Team to provide legal support in Competitive Selection Process (CSP) and represent LRC in the CSP-Technical Working Group; The person to be hired expected to be proficient in contract drafting, analysis of laws and regulations, has sound business acumen, with above average written and communication skills; He/she will be responsible for assisting the Regulatory and Transaction Counsel in rate case filing with the Energy Regulatory Commission (ERC); He/she will be responsible for monitoring new rules and regulations in the energy industry and their impact to PBU.
DUTIES AND RESPONSIBILITIES:
- Monitor websites of energy government agencies to check new and amended energy related laws that have impact on the power business (e.g. manuals, rules and regulations issued by DOE, ERC, PEMC/IEMOP, PSALM, NPC, TransCo, and NGCP).
- Assist Regulatory and Transaction Counsel in drafting contracts, legal opinions, memorandum, reports, board materials, presentations, correspondences and other documents necessary to ensure timely compliance to laws, bidding laws and rules, and other corporate obligations in relation to Competitive Selection Process (CSP) undertaken by regulated and unregulated entities.
- Represent the Legal and Regulatory Compliance in the CSP-Technical Working Group by serving as the initial clearing house for legal and regulatory review of all bid documents.
- Assist Regulatory and Transaction Counsel in drafting, negotiate, and advise internal stakeholders with respect to commercial structures and appropriate contracts with clients, third-party service providers, and potential partners.
- Assist Regulatory and Transaction Counsel in managing and prioritizing multiple concurrent projects in relation to CSP.
- Assist Regulatory and Transaction Counsel in rate case filing with the ERC.
- Work with internal clients to propose solution and management action to legal, risk, and business issues that arise in commercial transactions in relation to CSP and other business development activities.
- Understand and apply regulatory changes and propose standard contractual provisions to be implemented to new and existing contracts.
- Participate in various activities related to corporate governance, regulatory compliance, and third-party risk management.
- Populate and maintain Energy Law Library.
- Assist with policy and procedure drafting and review.
QUALIFICATIONS:
EDUCATION : Holds Bachelor's Degree, preferably in legal management, political science, diplomatic affairs, public policy or similar courses.
EXPERIENCE :
- At least two (2) years of experience in regulatory affairs within the industry; and
- Experience in energy industry preferred
