Job Description - Associate Finance Officer

The Finance Office for the Cebu Center of Excellence (COE) will oversee the management of OSP resources in Cebu, will be responsible for working with COE management on budget planning, and will support the center management team by offering insights and financial advice that will allow them to make the best program decisions for the Cebu COE. This role also involves a responsibility of ensuring the Organization’s finance and accounting policies and procedures comply with regulatory and ethical standards. The Staff in this position reports to Operation Smile Philippines Foundation’s Finance Manager and will collaborate heavily with the Cebu Center Director, Cebu Operations Manager, and Director for Global Project Development. 

Day-to-day responsibilities include managing procurement activities and operational transactions and costs to ensure the Center’s resources are optimally deployed. The Finance Officer will maintain accurate books and records and provide timely financial reporting in alignment with the Operation Smile Philippines reporting timeline and structure.

Beyond day-to-day responsibilities, the Associate Finance Officer must provide positive and proactive engagement with all Center and Foundation staff and also maintain a thorough understanding of all Center activities in programs and fundraising. The Finance Officer must act with professionalism in all activities and maintain the confidentiality of all Foundation and donor information. 

Key responsibilities include:   

  • Prepare financial statements, reports, funding liquidation, financial reporting for donors, and Project/program forecasts for annual and multi-year budgeting. 
  • Ensure that the Center’s financial records and recordkeeping methods are in compliance with applicable standards and regulations. 
  • Process invoices, purchase orders, and expense reports, ensuring accuracy and adherence to company policies. Maintain vendor and customer records, reconcile statements, and resolve any discrepancies. Prepare and issue payments and receipts. 
  • Maintain organized and accurate financial documentation, including contracts, invoices, receipts, and bank statements. Ensure compliance with record-keeping and retention policies. 
  • Assist with internal and external audits, providing necessary documentation and support. Help ensure compliance with financial regulations and reporting requirements. 
  • Work with other departments, such as Programs and Logistics to gather financial information, support budgeting processes, and provide financial insights as needed. 
  • Interact with vendors and service providers to resolve any issues related to expenses, such as invoice discrepancies, billing inquiries, or missing receipts. Maintain professional and timely communication to ensure prompt resolution. 
  • Assist the OSP Finance Manager in acquiring best value for largest budget costs by developing and managing cost competitive blanket purchase agreements with large vendor. 
  • Work directly with the OSP Finance Manager to ensure proper liquidation, financial reporting, and financial planning alongside cash advances and restricted funding. 

Qualifications & Experience Required  

  • Certified Public Accountantor similar degree in Finance or Accounting.
  • At least 3 years of work experience in Finance or Accounting.
  • Familiarity with expense management systems, specifically Quickbooks, is beneficial. 
  • Strong planning and organizational abilities, capable of supporting the efforts of multiple individuals, departments and projects.
  • Ability to prioritize activities, and work independently in a fast-paced environment.
  • Knowledge of the healthcare industry or non-profit is preferred but not required.
  • High degree of flexibility and motivation, and positive “can-do” attitude.
  • Strong attention to detail, accuracy, and ability to handle confidential information. 
  • Proficient in using MS Office Suite (Excel, Word, Outlook) and other relevant software. 
  • Excellent organizational and time management skills, with the ability to multitask and meet deadlines. 
  • Strong communication skills, both written and verbal. 
  • Customer service-oriented mindset with the ability to provide prompt and helpful support to staff. 
  • Ability to work both independently and collaboratively in a team environment.
