Job Description - Head of Outpatient Nursing

The Head of Outpatient Services oversees the operations of the following Nursing units: Chemotherapy, Emergency Room, Multi-Specialty Outpatient Clinics, and Ancillary Nursing. This includes supervising nursing staff, managing patient care, and establishing standards of nursing care for the units.

DEPARTMENT ADMINISTRATION AND MANAGEMENT

  • Oversee the clinical operations of the nursing division with the guidance of the Chief Nursing Officer
  • Plans, organizes, and directs all aspects of cancer services and day-to day operations in the assigned units
  • Ensure quality service and work efficiency are maintained to the highest standards. Monitors patient care to ensure implementation of hospital standards, and reviews patient records to assess the effectiveness and efficiency of the care provided by the unit
  • Provides safe and quality care and assistance to patients and their care providers seeking for the following services, when necessary, but not limited to: Consultations, Multidisciplinary Team Conferences, Care Coordination
  • Ensures the delivery of excellent processes in rendering services that promote patient satisfaction, build patient loyalty and a network of clients, following established policies, standards and guidelines.
  • Ensures daily staffing requirements of the unit are met
  • Monitors staff compliance to regulatory requirements
  • Sets team goals for the unit and ensures these are consistently achieved
  • Serves as the clinical leader and role model on nursing care excellence
  • Evaluates and monitors work operations through chart review, management walk down, and nursing grand rounds.

PROFESSIONAL DUTIES AND RESPONSIBILITIES

  • Oversees all activities in the assigned units
  • Practices in accordance with the Legal Principles and Code of Ethics in making personal and professional judgments.
  • Adheres to ethico-legal considerations in the provision of safe, quality, and professional nursing care.
  • Applies ethical reasoning and decision-making process to address situations of ethical distress and moral dilemma.
  • Adheres to established norms of conduct based on the Philippine Nursing Law and other legal regulatory and institutional requirements relevant to safe nursing practice.
  • Protects clients’ rights based on Patient’s Bill of Rights and Obligations.
  • Implements strategies or policies related to informed consent as it applies in multiple contexts in emergency nursing care.

COLLABORATION

  • Ensures proper functioning, maintenance, and availability of supplies, equipment and facilities necessary for patient care.
  • Creates and maintains therapeutic environment by providing privacy, comfort and safety.
  • Ensure cost containing measures are implemented in the assigned units.
  • Promotes good interpersonal relationships among colleagues and subordinates.
  • Actively engages in the formulation, revision, or modification of procedures and techniques to improve nursing practice.
  • Communicates and acts as liaison between patient, physician, and other members of the healthcare team.
  • Conducts monthly departmental meetings.
  • Handle unit concerns efficiently.
  • Participates in quality initiative/improvement of the hospital.

RECORDS MANAGEMENT

  • Ensures that patient’s medical records in the hospital information system are updated and accomplished accordingly by the staff.
  • Ensures that Reception/Accounting records of patient treatment/ procedure necessary for insurance claims/liquidation are provided.
  • Implements standard and accurate recording and reporting; ensuring that all patients’ medical records are complete and properly accounted for.
  • Ensures that inventory of supplies and linen are monitored regularly.
  • Ensures that “no losses” are incurred in the unit.

REPORTING

  • Evaluates care rendered and reports pertinent observation findings to members of the healthcare team
  • Ensures that superiors are informed regarding problems/ issues in patient care within the unit.
  • Reports any damage/losses incurred in the units.
  • Reports all defects/problems of machines/ equipment and ensures regular maintenance of these.

ADMINISTRATIVE

  • Prepare and ensure an efficient staff work schedule.
  • Orients and facilitates training of newly hired nurses in the unit.
  • Acts as officer in-charge (OIC) when delegated.
  • Oversee and monitor availability and expiration of supplies and medical drugs of patients.
  • Ensures functionality, maintenance and availability of supplies, equipment and facilities necessary for patient care.
  • Ensures safe and careful handling of equipment and medical devices.
  • Maintains a safe environment for the patients and their families/care providers.
  • Strictly implement and comply with the Practice Guidelines for nursing care.
  • Other duties that may be assigned or other ad hoc tasks and projects that may be assigned

PROFESSIONAL DEVELOPMENT

  • Participates actively in the in-service education programs of the hospital.
  • Promotes research activities for the improvement of nursing care of patients and participates in other related programs of the center such as but not limited to (1) Participates in nursing conferences; (2) Facilitates nursing case presentations; (3) Attends nursing and medical case presentations/ lectures/ seminars.

REQUIREMENTS

  • Graduate of Bachelor of Science in Nursing and holder of a valid PRC License (Nurse)
  • Master’s degree (MAN/MSN) is required. Certain certifications applicable to their field will be an advantage.
  • Specialization in Oncology and administration of Chemotherapy
  • At least 10 years of total nursing experience in a hospital setting
  • At least 3 years of experience in a leadership position managing a team of nurses in a hospital setting with experience in Chemotherapy/Oncology unit
  • Has a demonstrated ability to provide consistent quality patient care with a keen eye for detail, organizational skills and effective time management
  • With experience in instructing clinical support employees on proper treatment procedures
  • Demonstrated leadership, management and human relations skills required.
  • Demonstrated skills in Microsoft Office Information technology skills required.
  • Willing to work in Arca South, Taguig City
