Job Description - Public Health Officer

1. Oversee Outbreak Prevention and Response Measures in all Guest Areas • Review the procedures that are in place across all guest areas to prevent transmission of pathogenic organisms.
• Assists with investigating illness cases and contact tracing to identifying exposure and transmission risks to individuals, areas, or events.
• Monitors the public health and infection control protocols and measures related to individuals in quarantine and/or isolation.
• Respond to guest queries regarding procedures which are in place.
• Be present and visible in guest areas answering questions when approached.
• Monitor and mentoring of Sanitation Officer and Sanitation Team.
• Motivating staff to follow all procedures in order to comply with outbreak Prevention Guidelines through setting a positive example, observing and testing staff and where necessary advising disciplinary action.
• Support the entire crew on board the vessel in overseeing compliance with the ship’s OPRP measures. Report findings to the Master, Hotel Manager, Fleet Public Health Officer on-board and Sanitation Manager ashore.
• Ensure that all procedures are carried out in accordance with the company Outbreak Prevention and Response Plan (OPRP) at the correct level depending on the alert colour level of the ship.
• Oversees the correct and safe storage, par levels, condition and use of all infection control related PPE, disinfectants, hand sanitizers, and other supplies and related equipment. Monitors compliance with all shipboard public health and infection control procedures including, hotel services for isolated/quarantined individuals, PPE use, and disinfection protocols.
• Train staff in Outbreak Prevention plan such as Covid-19 Prevention, Norovirus awareness etc. so they are able to perform daily task in a safe manner. Identify any training needs of crewmembers and highlight these to Sanitation Manager for implementation.
• Accompanies internal and external public health inspectors during inspections.
• Escalates issues of non-compliance and/or public health gaps to management both on-board and ashore.
• Conducts daily public health monitoring rounds of targeted areas and operations to ensure compliance with company policy and to evaluate public health gaps and risks on-board.
• Provides regular reports to on board and shoreside leadership outlining illness status and operational preparedness and response during elevated illness response levels. 2. Oversee OPRP during Turnaround Operations • Be present on the Quayside during loadings to review interaction between shoreside personnel and crew and ensure any interactions are carried out safely.
• Have a presence in the Terminal during Check-in. Monitor OPRP Procedures and answer guest questions as necessary.
• Carry out spot checks of cleaning and sanitising of shoreside facilities are acceptable prior to embarkations (ATP testing).
• Liaise with Port Operations in relation to any positive cases highlighted during check-in screening to follow-up any close contacts on board.
• Liaise with concerned team on-board and shoreside Management regarding safe disembarkation of Crew and Guests related to covid-19 positive case and close contacts. 3. Outbreak Prevention and Response Measures Crew Areas • Review the procedures which are in place across all Crew areas to ensure Outbreak prevention measures are being complied with.
• Respond to crew queries regarding procedures which are in place. 4. Public Health Incident Response – as required As required • Be the point of contact for Port Health Officers visiting to undertake inspections of the ship.
• Liaise with the Doctor, Sanitation Officer, Captain & Hotel Manager to ensure any response to Public Health queries are through one focal point.
• In the event of a Covid-19 case on board, instigate Contact Tracing and be the primary contact on board for identifying if anyone needs to be quarantined, tested or any other action taken relation to Covid-19
• In the event of a Public Health or Food Safety incident, assist with the investigation and completion of EVERS. 5. Water Safety * As required • Be the Point of Contact for Shore side Water Testing Company when undertaking the 3/6 Monthly shore side Legionella testing
• Review 3/6 Monthly Water Testing Results and ensure that appropriate corrective action is taken.
• Follow up with Department Heads to ensure continued Legionella control measures are in place.
• Manage the on-board water testing program ensuring that the frequency is more than required by legislation and that those undertaking testing are appropriately trained.
* The requirements in this section relate to assisting with Shore side and onboard water sampling and do not mean the position has responsibility for Water Safety on board the Vessel. This is held by the Chief Engineer 6. Other duties – as required As required • As part of a small team it is necessary to communicate between Colleagues on other vessels to share best practice and improve procedures
• From time to time, you may be required to carry out other duties requested of you by the Hotel Manager, Fleet Public Health Officer or Sanitation Manager.
