Education

Bachelor's Degree preferably in Human Resource Development, Public Administration, Education or allied sciences/related fields

Training

:

Preferably four (4) hours of training in any of the following: training management (i.e. learning needs assessment, instructional design, facilitation/management, and documentation of learning and development programs/interventions, implementation of other learning and development interventions)

Experience

:

One (1) year of experience in any of the following: training management (i.e. conduct of learning needs assessment, development of instructional designing, facilitation/management of learning and documentation), learning measurements

JOB DESCRIPTION:

Under general supervision and with some latitude for the exercise of independent judgment, serves as L&D technical officer under the Leadership Development Section, engaged in moderately responsible work pertaining to development, designing, implementation, monitoring and evaluation, and continuous enhancement of learning and development programs/interventions and policies for DSWD leaders requiring training and moderate experience and very broad knowledge on learning needs assessment, learning and development interventions, and learning evaluation.

Functions and Responsibilities:

  1. Provides inputs and comments on learning development-related documents (i.e. policies, needs assessment reports, activity proposals, activity plans, modules and manuals, documentation, and summative reports)

  2. Collaborate with the Performance management (PM) Section, Human Resource Development Committee, among other stakeholders, on the results of the competency assessment of DSWD Officials and Supervisors

  3. Develop LDI proposals based on learning needs/gaps of DSWD Leaders

  4. Develops learning design in collaboration with targeted subject matter experts (SME) as basis for the development of LDI modules/manuals/learning materials suited to the identified learning needs of target participants

  5. Provides support in learning and development activity management and implementation:

  • Facilitates Learning and Development Interventions (LDIs) for DSWD leaders

  • Develops slide decks and other learning aids and tools

  • Coordinates with Offices/Bureaus/Services for resource persons, documents, and other needed arrangements, i.e. procurement and other logistical arrangements for the LDIs

  • Prepares memoranda and other correspondence relative to the conduct of LDIs or activities

  • Documents and packages LDI proceedings into an Executive Summary Report

  1. Assists in monitoring and evaluation of LDIs:

  • Monitors participants' submission of post-activity requirements

  • Prepares correspondence for the collection of Level III M&E tools (i.e. Supervisor's Feedback Questionnaire)

  • Consolidates data gathered from Level III M&E tools

  1. maintain and update database of DSWD LEAD Program

  2. Provides technical and consultative services to OBS/FO on L&D leadership activities

  3. Prepares feedback reports, updates, minutes of meeting, memoranda and other office communications or special reports, as designed by DC/Director

  4. Attends meeting, conferences and other activities on behalf of the Division Chief and/or the Director as delegated

  5. Depending on their expertise, acts as resource person on L&D interventions/topics to share knowledge and facilitate the development of competencies of the participants, as requested and

  6. Performs other tasks as may be required by the Section Head/Chief and/or the Director.

Job Outputs:

  1. Inputs and comments on learning and development-related documents

  8. Feedback reports, minutes of meeting, memoranda, and other office communications.
