Overall purpose and responsibilities of the role:
The AVP for Engineering is accountable for the strategic leadership, management, and supervision of the Engineering Department, ensuring the effective delivery of projects from acquisition through to completion. This role oversees the development and implementation of engineering policies, programs, and performance standards, driving operational efficiency, innovation, and compliance with ISO 9001 quality management systems. The AVP is directly involved in acquiring new projects through bidding or negotiated design-and-build proposals, with final approval from the President, and ensures all proposals are technically sound, cost-effective, and aligned with company objectives.
The position is responsible for leading departmental planning, setting KPIs, managing budgets, and overseeing the professional development and performance of engineering staff. It ensures the accuracy and timeliness of technical submissions, bid documentation, and project implementation plans, while fostering strong client relationships and safeguarding the company’s contractual interests. The AVP also manages variation orders, monitors industry trends and emerging technologies, and upholds strict compliance with quality, safety, and information security standards. Ultimately, the AVP serves as the key technical advisor to the President & CEO on engineering strategies, while championing continuous improvement and excellence in project execution.
Duties and Responsibilities:
The AVP for Engineering is responsible for the overall management and supervision of the Engineering Department. Responsible for acquiring new projects through bidding or through negotiated process of design and build proposal with the approval of the President.
Technical Competencies: Duties and Responsibilities
1. Development of the Engineering Department
● Oversees the implementation of all Engineering programs through the staff; monitors their administration in accordance with the established standards and procedures; identifies opportunities for improvement and resolves any discrepancies
● Conducts a continuing study of all Engineering policies, programs, and practices; revises these when necessary or proposes new ones; seeks the approval of the President & CEO and communicates them in coordination with the management committee
● Leads the development of departmental objectives, goals and systems by identifying key results areas and establishing departmental measurements or KPIs that support the accomplishment of the strategic goals of the company; ensures that departmental objectives and goals are met
● Directs the preparation and maintenance of reports that are necessary to carry out the functions of the department; prepares periodic reports for management to track strategic goal accomplishment as necessary
● Supports on-going staff development by analyzing performance gaps to determine their training needs and creates individual development plans based on these; conducts training and/or orientation to the staff as planned
● Recommends personnel actions such as hiring, promotions, transfers, discharge and disciplinary measures and evaluates work performance of employees under supervision through performance discussions and appraisal reviews; submits the accomplished Performance Appraisal Review Form (PARF) to Human Resources & Administration as prescribed ensuring compliance to the performance management system
● Manages own work performance by participating in performance discussions and appraisal reviews; follows through action plans agreed upon during said discussions and reviews
● Learns by actively pursuing self-development on an on-going basis both technically and personally; takes advantage of learning opportunities such as assignments, projects, workshops, etc.
● Stays up to date with industry trends by researching/monitoring new methodologies, tools and techniques or attending exhibits/supplier product demonstrations; determines their applicability and recommends appropriately
● Participates in meetings (executive committee, management committee, coordination, department), walk-throughs, site visits, workshops, seminars or certifications as required by the company or profession
● Develops and monitors an annual budget and recommends cost saving measures to meet financial objectives
● Exercises signing authority on behalf of the department for expenditures as assigned
● Advises the President & CEO on strategies for Engineering and other related concerns
2. Bidding Process
a. Research Planning
● Conducts background check or brief investigation on the client’s financial capability prior to President’s approval of the Invitation to Bid
● Attends pre-bid meetings and Site Investigation of Bid projects as needed
● Attends meetings on client’s request for a possible prospective project
b. Preparing the Bid
● Studies and analyzes the tender scope of works of project bid
● Analyzes and assesses project bid general requirements for site safety, construction methodology, equipment and overall site management
● Reviews all issued Bid Bulletins and Bid Instructions
● Reviews and approves evaluated subcontractor’s quotations for completeness and responsive bid
● Prepares construction implementation plans base on existing site conditions and prepare other technical submittals of the project bid
● Reviews all works unit cost derivation based on the current labor cost, prevailing market price of materials and current equipment rental charges
● Reviews and approves notes or qualification for list of excluded items in the tender bid amount
● Reviews Bill of Quantities worksheet pricing for the President’s final approval
● Reviews the Tender Final Bill of Quantities
● Attends clarification meetings called for by the client or client representative, e.g. client’s engineers
● Reviews and approves the Budget of Construction
c. Submission and Presentation of the Bid
● Follows the prescribed format in submitting the bid
● Presents the bid as required
● Answers the questions about the bid, providing details regarding pricing or timeline
d. Getting the Contract Award
● Assists the President & CEO in negotiating project bids
● Reviews the construction agreement and general conditions of contract for any provisions or clauses disadvantageous to the interest of the company
● Assists and briefs Operations on the project scope of work and implementation plan
e. Client Relationship Management
● Establishes good relations with the clients or client representatives
● Coordinates effectively with the clients or client representatives for any concerns related to project required documentation prior start of construction
f. Variation Orders and Additional Works
● Reviews and approves unit cost analysis or unit cost derivation for any new item of work
● Reviews and approves the evaluation of quantities and costing of all on-going project variation orders and additional work items
● Documentation and Records Management
Ensures documentation and records management of all Engineering policies, programs and practices
Verifies all documents and records are complete and accurate; sorts, files and maintains these accordingly
4. Compliance
● ISO: Quality Management System
Establishes, reviews and updates Engineering policies and procedures in line with the ISO 9001 Quality Management System
Analyzes and resolves audit findings in accordance with the established policies and procedures
Updates the Quality Systems Committee of any changes in the policies and procedures and reports the resolution of non-conformances
● Information Security
Always complies with information security requirements
5. Others
Performs other tasks that maybe assigned from time-to-time depend etc. raining, education, qualifications or experience and necessary resources
Supports and participates in all company programs and events such as Christmas party, Anniversary celebration, Chairman’s birthday, company outing, sports festival, outreach program, etc.
Must-have Skills / Qualification:
A. Education
Graduate of Bachelor of Science in any field of engineering, preferably Civil Engineering
B. Experience
● At least fifteen (15) years technical work experience in a construction company showing progressive leadership experience
● Knowledge of/skills in construction agreement and standard general conditions of construction contracts
● Knowledge of/skills in BIM Revit Software, an advantage
● Project management skills
● Negotiation and networking skills
● Presentation skill
● Knowledge of/skills in MS Office-Basic
● Knowledge of ISO Quality Management System, an advantag
● Verbal and written communication skills-Proficient
● Professional attitude and appearance
