Job Description - Contracts Manager

In addition to meeting the necessary qualifications of a contracts professional, the selected candidate must be comfortable working in a dynamic and high-energy environment located in a foreign location within the regions of Southeast Asia, Northeast Asia and Oceania. This position will be based in the Philippines. The position will require the candidate to live, travel and work at remote sites within the country.

Primary responsibilities include:

  • Ensure contract compliance and contract administration; develop initiatives to increase profitability and cash collection; establish and maintain excellent customer relations, both internally and externally; and develop business strategies for new business and/or on-contract growth opportunities.
  • Advise management of contractual rights, obligations, and risks.
  • Lead contract negotiation and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Team with the Operations and Business Management teams to monitor, assess and accurately report, both internally and externally, on project cost, schedule, and risks and opportunities.
  • Participate in proposal preparation as an integral member of the team with special emphasis on reviewing contract terms and risks as well as contributing to pricing strategy.
  • Serve as primary point of contact for both internal and external customers on all contractual matters to include preparing and disseminating information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination.
  • Ensure communication is maintained for timely contract execution by the parties.
  • Analyze and interpret federal government regulations including FAR, DFARS and other agency supplements and apply knowledge to perform sophisticated risk analysis for new and ongoing opportunities.
  • Provide leadership, training, and development to instill a culture of continuous improvement and high performance in areas of responsibility.
  • Establish and maintain excellent customer relations, both internally and externally.
  • Perform other duties and special projects as required.


Required Qualifications:

  • A minimum of a bachelor’s degree in Business, International Relations, Accounting, or a Contracts related discipline, coupled with at least 5 years of working on/around government contracts.
  • Minimum ten (10) years of experience in a DoD OCONUS contracts environment with at least five (5) years in management with an emphasis in Base Operations Support Services with a working knowledge in contract administration, subcontracts, purchasing, document control, and/or pricing.
  • Experience with varying contract types: fixed-price, cost-reimbursable, Incentive fee and time and material type contracts.
  • Well-developed communication skills.
  • Ability and willingness to be based in the Philippine’s without Status of Forces Agreement (SOFA) benefits.
  • Knowledge of local and international laws and regulations.
  • Must have strong interpersonal skills to allow for working in a culturally diverse setting and workforce.

Desired Qualifications:

  • Familiarity with working on NAVFAC Contracts.
  • Strong understanding of program management principles.
  • Experience supporting new business capture effort.
  • Prefer Master’s Degree in business or associated discipline.
  • Strong organizational skills.

Must be able to obtain and maintain a US Government Clearance.
