Job Description - Finance Specialist

The Finance & MIS / PMO Analyst is responsible for monitoring and maintaining MIS, preparing accurate and timely financial and operational reports, and providing PMO support across initiatives. The role ensures data integrity, supports informed decision making, tracks project performance, and facilitates governance, reporting standards, and continuous improvement across finance linked and operational projects.

Job Description:

Duties and Responsibilities

A. MIS Monitoring and Reporting

  • Maintain, monitor, and validate MIS data related to financial, operational, and project performance metrics for CREST
  • Ensure accuracy, completeness, and consistency of data across reports and dashboards
  • Develop, update, and enhance MIS reports, scorecards, and dashboards for management use
  • Perform data analysis to identify trends, variances, risks, and improvement opportunities
  • Support data-driven decision‑making through timely and reliable reporting

B. Financial Reporting Support

  • Prepare periodic CREST financial, budget, variance, and cost analysis reports in coordination with Finance
  • Support monthly, quarterly, and annual reporting cycles
  • Monitor budgets and track actual vs. planned expenditures for both OPEX and CAPEX
  • Maintain consolidated records of budget consumption and financial commitments
  • Proactively identify potential OPEX increases (e.g., rent escalations, unbudgeted costs)
  • Assist in the preparation of monthly accruals and financial adjustments in coordination with OMS and Finance
  • Ensure timely and accurate submission of all finance‑related reports in accordance with internal standards and deadlines

C. PMO and Project Support

  • Provide PMO support for governance meetings

D. Governance, Controls, and Continuous Improvement

  • Ensure adherence to reporting standards, templates, and governance requirements
  • Assist in standardization of MIS and PMO reporting frameworks

Competency Requirements

Technical Competencies

  • Financial analysis and management reporting
  • MIS and data management
  • Budget monitoring and variance analysis (OPEX and CAPEX)
  • Project tracking and PMO methodologies
  • Advanced MS Excel (formulas, pivot tables preferred)
  • Reporting tools and dashboards

Knowledge of government permit processing (e.g., PEZA, BOI) is an advantage

Behavioral / Core Competencies

  • Strong analytical and problem‑solving skills
  • High attention to detail and data accuracy
  • Excellent organization and documentation skills
  • Ability to manage multiple reports simultaneously
  • Clear written and verbal communication skills
  • Stakeholder coordination and follow‑through

Education and Experience

Education

  • Bachelor’s degree in finance, Accounting, Management, Business Administration, Economics, or related field

Experience

  • At least 2-3 years of relevant experience in finance reporting, MIS, PMO, or business analytics
  • Experience in a shared service, corporate, or enterprise environment preferred
  • Prior exposure to project tracking, governance reporting, or audit support is an advantage

Certifications, Licenses, or Registration (Preferred / Advantage)

  • Finance or Accounting-related certifications (e.g., CMA, CPA – partial or full)
  • Training or certification in data analytics, MIS, or reporting tools

(Not mandatory but considered an advantage)

Key Performance Indicators (KPIs) – Sample

  • Timeliness and accuracy of MIS and financial report submissions
  • Compliance with reporting standards and governance requirements
  • Quality, reliability, and usability of financial and operational data
  • Effectiveness of PMO support
  • Stakeholder satisfaction with reporting quality and coordination
