Job Description - LGU specialist - Hybrid




● Facilitate direct LGU liaison and follow-up on correspondence and other commitments



with local government counterparts.



● Coordinate LGU-related activity scheduling, site visits, and oher stakeholder



engagements.



● Provide assistance with administrative and coordination support to the PPP Expert



related to LGU coordination.



● Maintain regular communication and follow-ups with government agencies, LGUs, private



sector partners, and development partners.



● Draft concept notes, activity designs, terms of references, and other technical documents



needed for the implementation of support to LGUs and PPP Center.



● Prepare and update project work plans, activity schedules, and mission timelines.



Mission, Event, and Logistics Management



● Coordinate local and international expert missions, workshops, site visits, and meetings,



and other related events/activities to the support provided to LGUs and PPP Center.



● Liaise with travel agents, experts, participants and hosts to arrange flights,



accommodation, visas, and other mission logistics in collaboration with the Project



Assistant.



● Coordinate logistical arrangements including venue booking, participant registration,



materials preparation, attendance tracking and post-event documentation of LGU



participants.



Procurement and Compliance Support



● Provide needed information to the Project Assistant related to LGU-related project



activities, including goods, services, and consultant engagements.



● Prepare and compile procurement documentation in accordance with Expertise France



procurement guidelines and procedures with the team’s support.



● Support bid evaluation processes, including preparation of evaluation matrices, concept



notes, and documentation for contract award.



● Provide LGU-specific technical inputs to terms of reference and technical specifications for



activities involving local governance and/or other community engagements.



● Support bid evaluation for LGU-related procurement through contribution of contextual



knowledge of local government structures and processes.



Documentation and Reporting



● Draft, format, and consolidate project documentation, concept notes, mission reports,



meeting minutes, and administrative records.



● Ensure accurate filing and archiving of project documents in line with internal procedures.



● Provide administrative inputs to project reports as required.



● Prepare and consolidate mission reports and minutes of the meeting during LGU



engagements and field activities.



● Maintain organized filing and archiving of all LGU-related correspondence, agreements,



and engagement records.



IV. EXPECTED DELIVERABLES



The Consultant is expected to deliver, on an as-and-when needed basis:







(average 3 days per week)



● Stakeholder engagement records and follow-up documentation from LGU consultations,



dialogues, and coordination meetings;



● Input to policy briefs and technical reports drawing on LGU-level findings and field



engagement;



● Coordination outputs for LGU events activities, including facilitation support, attendance



tracking, and event documentation;



● Draft letters, communications, and endorsement requests addressed to LGU officials and



local government bodies, as requested.



● Administrative and logistical co-ordination support for PPP-related activities;



● Draft and updated workplan or retroplanning document;



● Complete and compliant procurement and tender documentation;



● Local and International Mission and event co-ordination outputs, including logistical



arrangements, procurement and administrative support and documentation;



● Compiling meeting minutes, drafting project concept notes, and administrative reports as



requested by the PPP Expert.


Requirements



Bachelor’s degree in Economics, Management, Business Administration, Legal



Management, Public Policy, Political Science, Environmental Studies, Communication,



or a related field.



Professional Experience



● Minimum 2–3 years of relevant professional experience in project co-ordination,



administration, or operations support.







● Experience working/coordinating with Local Government Units (LGUs) and other



government agencies is required.



● Experience supporting international development projects is an advantage.



Technical and Functional Skills



● Strong organizational and coordination skills with attention to detail.



● Experience in organizing meetings, missions, workshops, and multi-stakeholder events.



● Familiarity with administrative and procurement processes in donor-funded or



international cooperation projects is an asset.



● Strong skills in diplomatic relations.



● High level of computer literacy, including Microsoft Office (Word, Excel, PowerPoint) and



presentation tools such as Canva or PowerPoint.



Language Requirements



● Fluency in English and Filipino (written and spoken) is required.



● French language skills are an advantage.



● Ability to work under pressure and meet tight deadlines.



● Proactive, resourceful, and able to work with minimal supervision.



● Strong interpersonal and communication skills, with the ability to coordinate across



diverse stakeholders.



● Professional discretion and reliability.



Optional/ Additional Experience



● Prior experience engaging with LGUs in the Philippines, including coordination with



government officials.



● Prior experience supporting PPP projects, infrastructure development, or investment-



related initiatives.



● Exposure to EU-funded, Agence Française de Developpement (AFD), or other



bilateral/multilateral donor programmes.



● Experience in procurement evaluation committees, bid analysis, or contract



management support.



● Familiarity with environmental, climate change, circular economy, waste management,



or sustainability-related projects.



● Experience working with international consultants or cross-country project teams.



● Advanced skills in Excel tracking tools, project dashboards, or SharePoint-based



document management systems.
