Job Description - Local Resource Mobilization Specialist

The Organisation

Plan International Pilipinas is a girl-centered community-focused non-government organization, serving the Philippines for the last 64 years.

We are a newly locally registered Foundation, connected to 80+ Plan International offices worldwide.

We work with around 7,000 partner communities or barangays across the country, delivering programs on (PIER) Protection from Violence, Inclusive Health, Education to Economic Empowerment, and Resilience and Humanitarian.

We have 30,000 sponsored children and 2.5 million program participants, co-creating lasting impact especially for girls.

In 2023, the organization formally transitioned to strengthen its local presence and build stronger domestic fundraising capacity.

As part of this transition, Plan International Pilipinas is expanding its Local Resource Mobilization (LRM) work to support financial sustainability, localization, and country ownership. This includes building partnerships with local institutions, growing individual giving, engaging alumni, and developing innovative fundraising initiatives such as Plan‑branded merchandise. All of these are guided by strong ethical fundraising and safeguarding standards.

About the Role

The Local Resource Mobilization Specialist supports the planning and implementation of local fundraising and partnership initiatives. The role focuses on building relationships with Philippine‑based corporations, foundations, government agencies, and networks and supporting individual giving, alumni engagement, and merchandise‑based fundraising.

The specialist works closely with internal teams to track progress, manage partnerships, and ensure compliance, learning, and results across all LRM activities.

  • Work with various internal teams to develop partnership concepts aligned with Plan International’s priorities and partners’ goals

Individual Giving and Public Fundraising

  • Support individual giving initiatives such as digital campaigns, events, or payroll giving.

  • Coordinate with relevant teams on donor messaging and fundraising materials

Alumni Engagement

  • Support the development of an alumni engagement approach for former program participants, youth leaders, volunteers, interns, and staff

Merchandise and Innovative Fundraising

  • Support the development and rollout of Plan‑branded, mission‑aligned merchandise

  • Coordinate with the relevant internal teams and provide market insights and local linkages

Monitoring and Reporting

  • Track progress against the LRM Plan and key performance indicators

  • Support reporting, documentation of learning, and compliance with internal controls

What We’re Looking For

Education

  • Bachelor’s degree in Marketing, Communications, Business Development, or a related field

Experience

  • 3–5 years of experience in fundraising, partnerships, business development, or resource mobilization

  • Experience working with Philippine‑based donors, corporate partners, or local institutions

  • Experience with NGOs or INGOs involved in local fundraising

  • Experience in CSR partnerships, alumni engagement, or merchandise‑based fundraising is an advantage.

  • Strong relationship‑building skills—confident engaging and negotiating with diverse stakeholders

  • Creative and proactive – able to identify and pursue new fundraising opportunities

Equality, diversity and inclusion is at the very heart of everything that Plan International stands for.

We want Plan International to reflect the diversity of the communities we work with, offering equal opportunities to everyone regardless of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex or sexual orientation.

Plan International is based on a culture of inclusivity and we strive to create a workplace environment that ensures every team, in every office, in every country, is rich in diverse people, thoughts, and ideas.

We foster an organisational culture that embraces our commitment to racial justice, gender equality, girls’ rights and inclusion.

Plan International believes that in a world where children face so many threats of harm, it is our duty to ensure that we, as an organisation, do everything we can to keep children safe. This means that we have particular responsibilities to children that we come into contact with and we must not contribute in any way to harming or placing children at risk.

A range of pre-employment checks will be undertaken in conformity with Plan International's Safeguarding Children and Young People policy. Plan International also participates in the Inter Agency Misconduct Disclosure Scheme. In line with this scheme we will request information from applicants previous employers about any findings of sexual exploitation, sexual abuse and/or sexual harassment during employment, or incidents under investigation when the applicant left employment.
