Universal Robina Corporation is looking for a  EHS Manager.

JOB SUMMARY

Under thesupervision of the Plant Manager, the Plant EHS Manager is responsible for:

· Engagingall employees in the plant to build a sustainable business by promoting plantwide zero incident culture where everyone thrives in a safe, healthful,environment-friendly and dynamic workplace.

· drivingthe plant strategies and programs in support to the company’s Environmental,Health and Safety (EHS) policies and standards that will ensure compliance ofthe plant operations with government laws and regulations.

· conductingassessment to identify health, safety and environmental risks and develops programsto ensure sustainable development.

· identifyingopportunity where a major impact can be beneficial to the company on theconsumption of water and energy in the operations, as well as the impact toGreen House Gases (GHG) emission to the environment.

· ensuring the properperformance and operation of pollution control facilities or systems of theestablishment to ensure emissions or discharges to the environment are withinregulatory standards.

MajorResponsibilities are:

· Drives and manages strict compliance of theplant to all applicable environmental and safety regulatory requirements suchas but not limited to Environmental Management Bureau (EMB), Department ofEnvironment and Natural Resources (DENR), Laguna Lake Development Authority(LLDA), Department of Energy (DOE), Energy Regulatory Commission (ERC),National Water Resource Board (NWRB), Philippine Drug Enforcement Agency (PDEA),Philippine National Police (PNP), Bureau of Fire Protection (BFP), Office ofthe Building Officials (OBO), Local Government Unit (LGU) and other regulatoryagencies;

· Implements accounting of environmental impactsuch as but not limited Green House Gas emission equivalent, solid wastegeneration and disposal, use of water and energy sources and discharge of wastewatereffluent and formulation of its sustainable operational controls;

· Develops programs for environmentalprotection compliance through comprehensive assessment of workplace to identifyand control potential environmental impacts (e.g. plant-wide Enercon projects, rainwaterharvesting, waste reduction project, Corporate Social Responsibility (CSR)projects);

· Leads in monitoring and tracking, review,analysis, reporting and communicating plant performance on EHS KPIS such asfor Environment (Water, Energy, Materials including solid/air wastes), Health(Illness Profile) and Safety (Lost Time Injury, Medical Treatment Injury, FirstAid Injury, Total Incident Rate, Lost Time Incident Rate)

· Develops programs to prevent Workplaceillnesses and safety incidents through in-depth examination of work environmentand through a comprehensive assessment of workplace or HIRA- HazardIdentification Risk Assessment to identify and control potential healthy andWorkplace safety hazards and risks;

· Enhance the plant awareness on environmentalprotection and on Workplace health and safety controls and requirements;

· Directs the plant to attain the state ofcertifiability in OHSAS 18001 (ISO 45001) and ISO 14001 at a minimum andeventually pursue certification on the said International Standards (EMS and SMS) .This position is also responsible to drive and support the implementationand continuous improvements of the EHS Management System in the Plant

· Acts as liaison with all internal andexternal stakeholders such as government regulatory authorities, professionaland private institutions and industry groups on matters and issues relating toEnvironment, Health and Safety.

A. EnvironmentCompliance Management

  • Establishes the plant’s environment goals andobjectives in support and alignment with BCFG Philippines business plan.
  • Develops and implements community environmentprojects to promote the Company’s image as an environmentally sustainablesocial business partner.
  • Conducts EHS audit is to monitor status ofregulatory compliance, level of performance against objectives and ensurecorrective actions are in place to address identified issues.
  • Reviews Environmental performance based onestablished metrics (i.e. Water Use Ratio, Energy Use Ratio, RegulatoryCompliance, Solid Waste Ratio) and develops action plans to ensure attainmentof goals and objectives

B. Health and WellnessManagement

  • Ensures the effective implementation of GovernmentMandated Policy and other Family Workplace Programs such but not limitedto:

· Hepatitis B Policy:DOLE Department Advisory No. 05, S.2010/2005 -Guidelines for the Implementationof a Workplace Policy and Program on Hepatitis B),

· HIV/AIDSProgram: RA 8504: provide education andinformation program for the workers consisting of lectures and materialsbrochures, booklets on HIV/AIDS including policy adopted.

· Tuberculosis Policy:DO No. 73-05 S.2005 – Formulation of Workplace Policy and Program on TBPrevention and Control

· Breastfeeding Policy:RA 10028 – Expanding Breastfeeding Promotion Act – provision for breastfeeding/ lactation station

· Drug-free Workplace:DO 53-03 S.2003 : Guidelines for the implementation of Drug-Free WorkplacePolicies and Programs for the Private Sector, RA 9165: Drug-Free WorkplaceComprehensive Dangerous Drugs Act of 2002

· No Smoking Policy:Republic Act No. 9211: Tobacco Regulation Act of 2003

  • Drives the plant-specific strategies and programsfor Occupational Health necessary to achieve business goals andobjectives.
  • Co-develops with plant physician effective healthprograms to reduce work-related illnesses.

C. EnvironmentCompliance Management

  • Establishes the plant’s environment goals andobjectives in support and alignment with BCFG Philippines business plan.
  • Develops and implements community environmentprojects to promote the Company’s image as an environmentally sustainablesocial business partner.

E. Occupational Safety Management covering Philippines

  • Establishes the plant Occupational Safety goalsand objectives in support and alignment with BCFG Philippines businessplan.
  • Ensures the effective and sustainaible implementationof the following Occupational Safety Control Programs and procedures
  • Contractor Management
  • Fall Protection (Work at Height Control)
  • Hotwork Management
  • Confined Space Entry
  • Hazardous Energy Control (Log Out Tag Out)
  • Electrical Safety
  • Machine Safeguarding
  • Personal Protective Equipment
  • Fire Control to include Management of FlammableLiquids
  • Workplace and Warehousing Safety
  • Emergency Response Requirements
  • Traffic Route Requirements
  • Behavior-Based Safety Program
  • Process Safety Management (includes ExplosiveAtmosphere)
  • Develops and drives the plant’s strategies andprograms for Occupational Safety necessary to achieve business goals andobjectives.
  • Conducts Occupational Safety audit of the plantto monitor status of regulatory compliance, level of performance againstobjectives and ensure corrective actions are in place to addressidentified issues.

F. ManagementSystem (ISO 14001 & OHSAS 18001) Implementation and Improvement

  • D rives the attainment of state of certifiabilityon international standards, ISO 14001 for Environment Management Systemand ISO 45001 for Occupational Health and Safety Management System:

· Co-develops the required management approachthrough the creation and development of EHS work instructions and procedures.

  • Acts as a Subject Matter Expert (SME) to theplant on all environment and occupational health and safety matters.
  • Leads, coaches and trains ESH Officers the skills toapply various methods of policy analysis, evaluate their strengths andweaknesses, and apply them to better understand the implications ofvarious decision options to manage environmental and natural resource challenges.
  • Conducts supplementary audits to check the ManagementSystem’s compliance of the plant.

G. Regulatory Compliance

  • Manages EHS activities and processes to ensure100% compliance with the conditions of existing or new applicable permitsand licenses.
  • Ensure compliance of plant operation to theImplementing Rules and Regulations (IRR), Administrative Orders (AO),Department Order (DO), Memorandums, Circulars etc of all applicable lawssuch as but not limited to the following:
  • Republic Act No. 9275: Known as Philippine CleanWater Act of 2004
  • Republict Act No. 8749 : Known as PhilippineClean Air Act of 1999
  • Republic Act No. 9003: Known as Ecological SolidWaste Management Act of 2000
  • Republic Act 6969: Known as Toxic Substances andHazardous and Nuclear Wastes Control Act of 1990
  • Presidential Decree 442: Known as the Labor Codeof the Philippines
  • RA 11058: Strengthening Compliance with OSHStandards
  • RA 9514: Fire Code of the Philippines
  • RA 73: Act to Promote Energy Conservation &other Purposes
  • PD 1067: Water Code of the Philippines.

H. PeopleManagement and Capability Building

  • Manage the succession plan and capability buildingof associates within the Plant on EHS for continuous improvement of thebusiness performance.
  • Co-develops training modules for EHS systemscapability building.
  • Tracks the effective execution of the mandatory EHStraining programs and its impact for each site

I. Financial Budget and Control

  • Establishes and justifies budget for EHS controlsincluding operating budget and capital expenditures and monitorperformance against approved budget (e.g. PPE, emergency equipment, firecontrol equipment, permit renewal & as-built plans, WWTP upgrade, WEM findingscorrection, etc).

J. RelationshipManagement

  • Regularly communicates and collaborateswith the internal stakeholders for the needed review, alignment and updateof the standards and processes and the need for any changes and improvementsto ensure the integrity of information, effectiveness and efficiency ofthe services provided.
  • Call up or attend meetings and updateothers of issues and concerns, in particular when there ares requirementsfor alignment needed related to EHS
  • Ensures cascading of protocol, policiesand guidelines to internal stakeholders related to EHS

K. Self-Management

  • DrivesInnovative Business Improvements –Leads in creating an environment for creativity and innovativeness,generating ideas for improvement and driving implementation across theorganization; Prioritizes opportunities that can deliver the greatestvalue; Initiates standardization and integration of processes. JOB SPECIFICATIONS

Ø Graduate ofengineering or management degree, preferably with license/certification on Engineer or BS graduate ofa closely related discipline Environmental Science, Chemistry

Ø With 3 to 5 years previousexperience; exposure and knowledge in compliance with relevant managementsystems in the food industry, including but not limited to Good ManufacturingPractices, ISO 9001:2015 (QMS), HACCP, HALAL and FSSC, is an advantage;

SpecialSkills Required :

· At least 3 years prior experience in relatedfield such as environmental engineering, environment & Safety managementsystems (e.g. ISO 14001, ISO 45001), regulatory compliance, auditing, pollutioncontrol and prevention.

· Business Acumen

· Knowledge in Manufacturing operations andprocesses. warehousing, distribution and marketplace operations

· Preferably Accredited Pollution ControlOfficer

· Preferably Accredited Safety Practitioner orits equivalent

· Knowledge on applicable Legal and Regulatoryrequirements related to Environment, Health and Safety

· Has thorough knowledge of ISO 14001Environmental Management System and ISO 45001 Occupational Safety and HealthManagement System, ISO 50001 Energy Management System, among otherinternationally-recognized management systems and other relevant regulations.

· With experience in developing and/orimplementing management systems

· Strong Problem-solving skills

· Ability to communicate, analyze and evaluateinformation and make sound recommendation

· Can communicate and influence associates atall levels, across functions

· Good interpersonal and networking skills.

· Proficient in oral and written communication.

· Nature of communication: shared interest
