Facilitate and manage integrated HR operational processes in the country, with primary responsibility for delivering a full range of HR services, including recruitment, performance management, onboarding, HR records, payroll and benefits. Additionally, the role is accountable for managing future end-to-end recruitment, payroll processes and oversight of HR data (with reporting and analytics) across offices of Greenpeace in the Southeast Asia (SEA) region. The role ensures HR service consistency and quality across transactional and support functions while aligning service delivery with internal standards and external requirements.



This is a permanent position open for Greenpeace staff only based in Manila.




Duties and Responsibilities:



  • Manage and coordinate multiple HR processes (e.g., recruitment, onboarding and offboarding, performance management, HR data, employee engagement, benefits and payroll) in the base country, ensuring alignment and consistency.

  • Take ownership of the execution of recruitment and payroll services in the additional country (ies) of assignment outside the base country,  applying judgment in navigating local compliance requirements.

  • Monitor the effectiveness of HR process delivery and contribute to streamlining and improving service quality across functional areas.

  • Interpret and apply labor law and internal policy guidance to advise stakeholders and ensure integrated, compliant HR operations.

  • Handle end-to-end recruitment processes, including job posting, applicant management, interview scheduling, reference checks, and job offers.

  • Manage full-cycle payroll processing, coordinating with local finance and service providers to ensure compliance and timeliness.

  • Coordinate the performance management process, including tools, form tracking, and reporting.

  • Deliver onboarding and induction programs and ensure timely completion of pre-employment documentation and probation evaluation.

  • Provide oversight of HR data, reporting and analytics through preparation and analysis of reports aligned with organizational needs and compliance requirements, supporting data driven decision making and continuous improvement of HR practices.

  • Support the employee training program by consolidating training needs and coordinating logistics for delivery.

  • Facilitate benefits administration, including enrollment, updates, staff inquiries and ensure compliance with benefits policies and statutory requirements.

  • Assist in employee engagement initiatives by supporting the planning and logistics of staff events, surveys, and communications.

  • Provide HR-related administrative and transactional support as needed to sustain operations.

  • Align HR operations with internal stakeholders including line managers, finance, and HR leadership to ensure service continuity and support for workforce planning and staff development.

  • Serve as the point of contact for staff on HR processes, providing guidance on recruitment, onboarding, performance management, benefits and payroll matters.

  • Facilitate knowledge sharing and communication across HR and support units to ensure consistent HR practices between Greenpeace SEA offices.

  • Build and maintain collaborative relationships with external candidates, government agencies, training providers, and vendors to ensure reliable and compliant service delivery.

  • Represent Greenpeace SEA in local recruitment activities (e.g., job fairs) and coordination with universities on internship programs.

  • Oversee the planning and scheduling of HR transactions such as hiring timelines, performance review periods, payroll cutoffs, and the timely processing and payment of statutory contributions to meet business requirements in both countries.

  • Maintain proactive oversight of deliverables, ensuring timely resolution of transactional bottlenecks or delays.

  • Coordinate critical cycles (e.g., onboarding, payroll, and performance appraisals) to ensure continuity and efficiency.

  • Provide HR data and analysis on an agreed timeline.

  • Sustain the consistent delivery of high-quality HR services across recruitment, payroll, and employee data management by aligning tools, templates, and practices with standards.

  • Ensure deliverables meet the required service standards and compliance regulations, particularly in relation to local labor law and organizational policies.

  • Reconcile discrepancies and coordinate solutions across cross-functional inputs (e.g., between HR and finance) to sustain operational service excellence.

  • Document, monitor, and review process outcomes to identify service improvement opportunities while maintaining core standards.



Skills and Experience:



  • Bachelor's degree, preferably in Psychology, Behavioral or Social Sciences, Industrial Relations, or a related field.

  • Minimum 5 years of relevant experience in HR operations.

  • Experience in handling recruitment and payroll in cross-border or multi-country contexts is preferred.

  • Basic knowledge of labor laws in the country of assignment.

  • Proficiency in payroll systems and HRIS platforms.

  • Strong interpersonal and communication skills, with cross-cultural sensitivity.

  • High attention to detail and ability to manage multiple service lines simultaneously.

  • Ability to interpret policy and process issues and recommend aligned actions.
