Project Development Specialist

The Project Development Specialist will provide support to the Project Development Manager in monitoring the management, operations and regulatory compliance of operating solar assets under Filinvest-Engie Renewable Energy Enterprise, Inc. (FREE). The Project Development Specialist will review the reports and data analysis submitted by the O&M contractor for the operating solar facilities of FREE and provide any input, if any.

The scope involves the preparation of documentary requirements and collating all data from concerned functional groups and business units for the renewal of permits and regulatory compliance for the operating solar facilities of FREE. The Project Development Specialist will closely coordinate with the responsible group/personnel/contractor relative to any issues, concerns, fault detection and repair, power production optimization, safety procedures, and overall system health, with a primary focus on maximizing energy generation while minimizing downtime and operational costs for FREE operating assets. The job will also involve coordinating with internal functional groups to facilitate the smooth operation of the solar facilities including renewal of contracts, insurance coverage, payment of invoices to contractors/consultants, among others.

Duties and Responsibilities:

1. Management and Monitoring of Completed Solar Projects under FREE

• Provide support in the management and operations of FREE completed/operating solar projects
• Coordinate with the O&M contractor and ensure that it meets its committed deliverables within the agreed timeline
• Closely coordinate with concerned personnel, business units, O&M contractor or JV company relative to the requirements and contractual obligations of FREE for its operating facilities (i.e. insurance, contractual obligations, etc.)
• Support in monitoring the overall performance and operation of FREE operating solar facilities and review data analysis and reports submitted by O&M contractor.
• Coordinate with the responsible functional group/personnel/business unit/contractor relative to fault detection and repair, power production optimization, safety procedures, and overall system health, with a primary focus on maximizing energy generation while minimizing downtime and operational costs
• Draft memo and correspondences to secure the necessary approval from FREE/FDCUI on action items or requests for approval that need to be executed for operating solar facilities of FREE.
• Update the financial model of projects/operating facilities based on actual costs or updated assumptions.

1. Permitting and Regulatory Compliance

• Prepare the documentary requirements for the renewal of all permits and regulatory compliance with oversight agencies for FREE operating assets
• Facilitate compliances with all statutory requirements under relevant laws of the government, and making sure that all internal requirements and operating standard protocols are in place for operating facilities of FREE
• Draft project profiles, information brief and correspondences required in securing government permits, LGU permit renewal, among others, for operating solar facilities.
• Participate in dialogue with relevant government agencies, internal functional groups, JV partner and/or consultant/s to facilitate the preparation of requirements for renewal of permit and compliance with post conditions

1. Overall Administration of FREE

• Prepare the payments to contractors, government agencies, clients, and concerned entities relative to the operation of FREE operating facilities
• Prepare annual plan and budget of the department based on project activities and planned programs for FREE operating facilities
• Coordinate with concerned functional groups for the processing of payments to external partners, consultants, general contractors, agencies, among others, are in accordance with the agreed timeframe and milestone activity based on contracts and guidelines.

1. Assistance to Project Development related Scope

• Provide the required assistance and support to Project Development related activities, as needed

Job Specifications:

• Bachelors Degree in Engineering or Business Economics
• Knowledge in Operation and Maintenance of solar operating facilites
• Project development related skills (i.e. project due diligence and valuation, initial assessment of projects, permitting, etc.)
• Proficient in using Microsoft Office Tools and Programs (Excel, Word and Powerpoint)
• Familiar with MS Project
• Tariff formulation, financial modeling and economic analysis
• Strong analytical skills / critical thinking
• Highly motivated and adaptable
• Has excellent communication (both written and verbal) and presentation skills
