Job Description - Traffic Management Planner

Job Brief

We are seeking a highly analytical and safety-focused Traffic Management Planner to support the development and documentation of robust traffic management strategies for civil and infrastructure projects.

This role is responsible for bridging the gap between permanent engineering designs and temporary site safety, ensuring all Traffic Management Plans (TMPs) are meticulously prepared, risk-assessed, and compliant with relevant industry safety standards.

The successful candidate will play a critical role in minimising on-site hazards, protecting both the workforce and the public, and supporting the seamless execution of traffic management operations across multiple projects.

Responsibilities

  • Traffic Management Planning

  • Author and develop comprehensive Traffic Management Plans (TMPs) that effectively translate permanent road design principles into safe and compliant temporary traffic management strategies.

  • Risk Assessment and Mitigation

  • Identify site hazards and utilise 5x5 risk matrices to evaluate residual risks, ensuring all planning documentation satisfies strict safety and compliance requirements.

  • Compliance Management

  • Maintain alignment with ISO principles and health and safety frameworks to ensure all documentation adheres to legislative and regulatory standards.

  • Technical Software Utilisation

  • Use specialised traffic management and CAD-based software to produce accurate traffic routing plans, site layouts, and operational diagrams.

  • Stakeholder Collaboration

  • Work closely with engineering, operations, and project teams to ensure the practicality and operational feasibility of traffic management plans, updating documentation as project requirements evolve.

Requirements

  • Proven experience in Traffic Management Planning, TMP design, civil roading, traffic engineering, construction planning, or a related field.

  • At least 1 year of hands-on TMP design experience in New Zealand.

  • Strong understanding of risk management frameworks, including hazard identification, 5x5 risk matrices, and residual risk evaluation.

  • Strong familiarity with ISO principles or structured health and safety management systems.

  • Ability to apply permanent road design principles within temporary traffic management environments.

  • Strong computer literacy with the ability to quickly learn specialised technical planning software.

  • High attention to detail with the ability to produce accurate, audit-ready technical documentation.

  • Strong written and verbal English communication skills aligned with Australian professional standards.

  • Experience with CAD or AutoCAD is highly advantageous, though not essential.

Software Proficiency

  • Traffic Management Software: Rapid Plan or equivalent CAD-based traffic management platforms

  • Design Software: AutoCAD or standard CAD software (preferred)

  • Productivity Tools: Microsoft Office Suite, including Word, Excel, and Outlook

Education

  • Bachelor’s Degree in Civil Engineering, Geodetic Engineering, or a related field.

  • Relevant Associate Degree or Advanced Diploma in Engineering Technology will also be considered.

Personal Attributes

  • Highly analytical with a systematic and methodical approach to problem-solving and risk evaluation.

  • Detail-oriented with a strong commitment to health, safety, and operational quality.

  • Adaptable learner capable of quickly mastering new software systems, technical tools, and industry regulations.

  • Reliable and accountable, with strong ownership of documentation accuracy and project deadlines.

  • Professional communicator who can clearly articulate risk factors, planning requirements, and compliance standards.
