Our Technology and Productivity team is looking for experienced professionals to join us in Makati City with the role of IT Resource Manager .

In this role you will act as the IT Business Management Officer, responsible for overseeing IT operations as a business. Your primary focus will be to maximize the approved budget and partnerships to ensure the Bank derives maximum benefit. You will collaborate with IT functional leaders to ensure adherence to approved business plans, minimizing exceptions. As the business manager of IT, you will interface with external vendors, internal finance, and corporate planning partners. Your responsibilities include ensuring visibility into performance, productivity, and efficiency across all functional units. Additionally, you will direct management attention and action towards areas with risks or exceptions to preserve and maximize IT business value.

What the role will entail

  • Orchestrate the annual budget reviews by collaborating with IT functional leads to consolidate planned spending, analyze actual spending trends, and formulate realistic IT budgets
  • Review and endorse memos and proposals with IT leaders, ensuring alignment with approved business plans, resolving vendor charge issues, auditing and approving invoices, monitoring contract budget performance, and implementing cost allocation programs to control OPEX and CAPEX expenditures while producing accurate financial reports
  • Collaborate with Corporate Planning and Controllership teams to align the IT Strategic Plan with the enterprise Strategic Plan, ensuring timely and accurate completion of financial planning templates
  • Assist IT functional leadership in developing and implementing strategic and tactical plans, mapping technical and resource initiatives to the overall IT strategic plan, and representing IT needs to Finance, Corporate Planning, and Human Resources for effective business planning
  • Develop and implement strategic sourcing and vendor relationship strategies, as well as collaborating with Portfolio Management, Project Management, and Functional Leaders to establish product and service evaluation standards
  • Design, endorse, and implement IT vendor management and procurement processes, including the review of contracts, evaluation of the supplier base for cost-saving opportunities, and systematic management of the full cycle of IT purchases. Orchestrating vendor onboarding, risk assessments, and performance assessments, while ensuring adherence to policies and contractual obligations for optimal value in vendor relationships.
  • Manage employee personnel headcount and serve as a liaison between HR and IT functional units for employee relations. Assist in developing and administering bank-wide HR policies, providing general administrative support, organizing IT-wide events, and implementing productivity measurement tools for workforce efficiency.
  • Collate and present monthly performance reports, orchestrating Internal Recovery Plans (IRPs) for business continuity, and preparing Manpower and Operational Performance Reports as required
  • Develop and implement process-related policies, standards, governance, and methodologies for consistent operationalization of IT processes.
  • Identify and address risks in the Risk Register by orchestrating the design, definition, and development of policies and processes, performing cyclical reviews of existing processes, and collaborating with functional units to ensure continuous process improvement through performance metrics and risk measures.
  • Resolve Quality Assurance, Compliance, and Audit observations to maintain adherence to Bank standards in project delivery
  • Report and monitor Key Risk Indicators (KRI) and Key Control Indicators (KCI) to proactively track emerging risks related to Financials, Business Plans, Vendor Engagements, Operational Reporting, and Policy Governance. Additionally, reporting Risk Incidents (RIR) within prescribed timelines and conducting regular Control Testing (RCSA) to fulfill Bank requirements.

What were looking for

  • Bachelors Degree or Post Graduate Qualification in Information Systems, Industrial Engineering, Economics, Finance or Business Management
  • At least 10 years of experience in any of the following IT disciplines: Applications Development, Technology Operations or Engineering, Enterprise Architecture, Project Management or Service Management
  • At least 5 years experience in a leadership role, with sensitivity and commitment to business problem solving
  • At least 5 years of Business Unit or Business interfacing experience, with sensitivity and commitment to business problem solving
  • Demonstrated experience in collaborating among cross-functional teams across the organization
  • Demonstrated experience and ability in successfully utilizing soft skills (effective communication, problem solving and decision making, negotiation, financial analysis)
  • Bank-specific training or experience in Retail/Corporate Banking, Loans and Mortgage, Consumer Financing, Wealth Management and Marketing is preferred
  • Direct experience or familiarity in Core Banking Systems will be an advantage
  • Knowledge of regulatory environment, processes and circulars as well as Enterprise Risk Management
