HSE and QA/QC Manager

• Implement and maintain an Occupational Health and Safety Management System (OHSMS) compliant with ISO 45001, integrated into the Project and Safety Management Plans
• Develop, submit, and maintain a site-specific Health and Safety Plan including policies, SOPs, and roles/responsibilities; update as required
• Prepare or oversee risk assessments and method statements for all tasks
• Implement Safe Systems of Work (SSoW) for high-risk activities including electrical work, working at heights, excavations, and confined spaces
   

• Manage incident reporting and investigations
• Support internal disciplinary system for safety violations and cooperate with installation authorities as required
   

• Establish and maintain a Quality Control system including inspections/testing, documentation (procedures/records), and continuous monitoring to ensure compliance with contractual requirements
• Implement an on-site Quality Management System (QA and QC)
• Develop and implement a contract-tailored Quality Management Program/Plan and QA Plan elements including audit plan, supplier/subcontractor quality management plan, risk/contingency planning, and competency/training alignment
• Provide QC reports
• Support and track corrective actions
   

• You're a certified safety and quality professional with deep expertise in OHSMS and QMS implementation
• You're detail-oriented and systematic, with a proven track record of building compliant documentation and management systems
• You understand the critical importance of risk assessments, method statements, and Safe Systems of Work in protecting personnel
• You're proactive in identifying hazards, managing incidents, and driving continuous improvement
• You work collaboratively with project managers, supervisors, and contractors to embed safety and quality into daily operations
• You may have experience in military, defense, or government contracting environments
   

• Bachelor’s Degree (Minimum) in Occupational health and safety, engineering, industrial hygiene, or biology/chemistry.
• 7+ years minimum of HSE and QA/QC experience on base life support contracts
• NEBOSH certification and ISO 9001 background (or equivalent) highly desired
• Certified Safety Professionals (CSP) or Certified Safety and Health Official (CSHO) highly desired
• Experience working with NATO STANAGs or similar
• Demonstrated ability to implement safety plans, quality inspections, and comprehensive documentation systems on similar projects
• Experience supporting ISO 45001 OHSMS implementation and maintaining compliant systems
• Demonstrated documentation control and audit readiness skills
• Fluent in English with a valid driver’s license
