Job Description - Purchasing Supervisor

Pay Range: $34.45 - $44.79/hr. | $71,661 - $93,159 annual compensation

A Purchasing Supervisor job is available with the City of Fort Worth Police Department Fiscal Command. This professional role supports the City’s strategic mission by applying purchasing practices and principles to the Police Department procurement program for products and services for sworn and civilian personnel.  Key responsibilities include determining the appropriate procurement method and developing specifications for solicitations, ensuring compliance with all relevant City, State, and Federal purchasing regulations.  This position assists in coordinating the development and execution of all purchasing-related contract documents in accordance with applicable laws and regulations.  The Purchasing Supervisor works to maintain established relationships with the City Attorney’s Office, the City’s Purchasing Division and other City public safety departments sharing contracts for products and services.


Minimum Qualifications:



  • Bachelor’s degree from an accredited college or university with major course work in business administration, economics, accounting or a related field

  • Four (4) years of responsible purchasing or materials management experience, including one year of administrative and/or lead supervisory experience

  • Valid Texas driver's license


Preferred Qualifications:



  • Five (5) or more years’ experience developing solicitation specifications and contract documents for public entities

  • Excellent communication skills, written and oral

  • Experience supervising and managing staff


The Purchasing Supervisor job responsibilities include:



  • Develop specifications for a wide range of public safety products and services for solicitations as needed

  • Prioritize and assign procurement and contract activities, providing guidance and supervision

  • Monitor procurement and contracting goals and objectives and recommend corrective action as needed

  • Develop and maintain monthly schedules for procurement activities to prevent a lapse in services or ability to purchase products for first responders

  • Provide support and assistance to Senior Management Analyst for procurement and contracts


Working Conditions and Physical Demands


Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions


Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work


Criminal Justice Information Systems (CJIS) Background Check


Final candidates selected for hire in the Police Department will be subject to a fingerprint/criminal history background check and polygraph examination.  Applicants must not have used marijuana during the previous two (2) years, nor illegally used any controlled substances within the last five (5) years. 


Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
